This sentence is incomplete. You can say "People are being told to stay at home for 2 days"
Being needs a supporting (auxiliary) verb like "are" to make it grammatically correct.

I guess in such circumstances you can use Present Tense as it is about life-experience. For instance: "When my grandfather narrates about his past life experiences, I listen to him with rapt attention".

"Being" can be used as a Gerund. You overlooked it. It is the most important lesson. For example : "The CBI, while giving a clean chit to the scientist, had said Mathews had left "the entire investigation to the IB surrendering his duties" and ordered an indiscriminate arrest of the scientist and others without adequate evidence being on record." ----- Do you have any idea of "being" used in this sentence? It is called "Gerund". Here it is meaning "EXISTING".

Sir, could you please explain passive Gerund,. being+v3 without auxiliary verb can be seen often in newspapers, how that passive structure without auxiliary verb, for instance being taken, being caught
For example: "It is being done" means someone is continuing to do the work (Active voice). The work is still continuing; not completed; but the work is going on.

Don't worry. Do you have friends from your school or college? Why don't you speak with her/ him always in English?. That way, both of you can improve well. Always you should seek the company of people who speak English well. This is a must.
As a person aspiring to crack UPSC exams, you should read newspaper daily and make note of the words/ phrases used. I used to do it when I was in my early twenties. You should also read English fictions. Books by Dan Brown are good. You should listen to only English news channels. As you read more and more there will be tremendous improvement in 6 months to one year, though it might be difficult in the beginning.
