This is absolutely magical. I want this packaged into an album with similarly great songs so I can put it on my phone and listen to it all the time. Just discovered Stephen a few days ago, so I'm gonna have to look more into his oeuvre.

In case anyone is wondering, he's using a dotted 8th note delay setting. This video has a great explanation on how to set your delay up like that: czcams.com/video/evQhJFuqN9I/video.html
If your delay doesn't have a millisecond display, then the easiest way to get this sound is to play 8th notes on your guitar at a desired tempo and then adjust the delay time until your repeats fall in between the 8th notes. I usually start with slow repeats and then decrease the delay time between the repeats until the repeats are in sync with my playing.

I don't know what is your approach of "technical" but for me, something "technical" it's something that you have to improve in a way like a discipline. It's a not common way to play bass and If you pass hours practicing to be able to do it, then it is at least technical. Of course you can disagree with me. Anyway, my point here it's not about if it's technical or not.

Sounds like they aren't 1 octave higher. I think it's tuned a fourth higher. I mean, look at his hands when he plays. The 12th fret of the lowest string/the 7th fret of the 3rd string sounds like an A.

The effect is delay. I would also guess there's some chorus. But delay is the most important part of that sound.
