The California DMV Screwed Me

What is your worst DMV experience? This was it for me, a very frustrating day when I came to the DMV feeling prepared and left having paid for a license I wasn't going to get and needing to deal with the Driver Safety Office and further DMV red tape.
What needs to change? Although I made a mistake, the DMV policy should NOT be to require payment until the testing has been completed. Everyone learns the most from a hard lesson and this was certainly one for me.
