The reason why the Austro-Hungarian Nations are listed as separe is because the Austro-Hungarian Empire wasn't really an empire, But rather just a political union between the Empires of Austria and Hungary, In fact it's official name isn't even "Austro-Hungarian Empire" But rather "Austro-Hungarian Monarchy". It's a status similar to the Holy Roman Empire. Whenever it came to maps, foreign policy, or war, they would all be listed under the Austro-Hungarian banner, However Austria and Hungary both worked more-or-less independently from each other, as they both had agreed to the now famous Dual Monarchy Compromise, While the rest of states within Austria-Hungary existed as sort of vassals of both Austria and Hungary, following the commands given by their overlords.
