I know you're joking , but 2 reasons : Liability for deaths #2 If an attacker created a strong grounding point & threw It's chain or cable against the fence it would short out the power station probably worse than anything else attackers could do to the station . A fence like the border security walls with razor wire would be far better than these chain link fences .

Add in communications systems, vehicles to support them. A place for them to stay out of the weather, a place for them to prepare food; access to water and plumbing/toilets; However, they should be protected by barriers, to keep away the casual vandalism. And domestic terrorist laws that are enforced, if someone attacks our infrastructure for any reason, including the idiots trying to steal from them. Some people depend on electricity for medical reasons, and backups can fail.

@@durgan5668 It's nice of you to assume we get vacation and sick leave.
I actually am an armed security officer that works for a power company, the solution would be rather easy to solve.
All sites are monitored 24/7 by multiple guards that have massive tvs that will show cameras that detect movement, motion sensing lights and such so nobody can just sneak in.
Instead of having a security patrol officer, they just call the Police which can take 15-20 minutes before there's a response.
There are 75 substations with this company, that's not something a team of 10 or so security patrol officers couldn't cover as substations connect.
The REAL problem is the fences are built so closely to the substation that someone can just throw a molotov or chains, hammers, beer bottles and cause an outage, the fences need to be far out enough that someone can't just throw something and shut the power off.

When we trained for riot control duties, as part of being national guard in the mid 70’s, we talked about how if anyone was serious about attacking any city or town, you would start by attacking critical infrastructure: water, power, news outlets, hospitals, to create mass chaos and unrest. But no one ever did anything about how soft these targets were because no one was ever a threat, so no one ever took any of these issues seriously. And no one ever bothered to think about that eventually someone is going to want to get serious and become a threat. What if those Christmas day attacks were really just probing the perimeter to measure the responses realized? What if someone is planning something much bigger than just that small scale localized attack?

And where do you think that federal money comes from? Because the government does not, in itself, generate any income. Rather it all comes from our taxes.
I have a much better idea, how about instead of paying for stupid shit like like gender studies in Pakistan (while they are building up their defensive/offensive military capabilities, one example) why don’t we spend that money on critical needs here at home. Things like hardening our critical infrastructure. Critical infrastructure includes things like utilities including power generation and distribution, water treatment and distribution, and our schools (K-12).

Ok, welp, my first passion was criminal law. So while I never got into it, something doesn't add up.
NO ONE tries to take out 3 power grids to rob a shop. No no one takes out ONE.
Any police agency that takes this as the "excuse" is IN ON IT. Thus CORRUPTION.
You want me to believe that two guy planned to cut off power, but didn't even consider security cameras and other measures at the shop may have back up batteries?
It must go much deeper than that. Pull all google phone data to show who was in the area before this, weeks before this, months even, who returned, who seemed to be in the same place more than once with another phone owner. Note: criminals, organized crime leave their phone at home. So if you catch someone without a phone, that's also suspect.
But this wasn't over a cash register theft, and any agencies accepting that as the only reason are on the take.

      It goes deeper than Obiden.
WMD’s got us The Patriot Act and a host of other destructive enslavement from government. This thuggery has been going on long before Bush Jr too, but Americans have gotten too caught up in their armchair warrior mentality from the comfort of their rented homes surrounded by their labor saving devices cheering on red vs. blue/blue vs. red that they’ve become too soft to fight for what Our Founding Fathers left for us.
Government itself is inherently corrupt. It matters not which side. If we’re to save ourselves, we must deny their force monopoly from all positions they choose. Instead of rolling over at the presentation if whatever shiny bauble your team leader dangles like a carrot in front of you, resist, and demand strict adherence to The US Constitution before our birthright is lost forever.

Ballistic barriers are a knee-jerk reaction to a few high profile cases involving guns. The problems I see with them are limiting visibility into the substation and if you position them far enough away from the transformers to not interfere with maintenance it reduces the cover they provide. Bubba there used a chain across some wires and it got called in because someone could see him.....

Part of the problem is that it isn't just physical security. The grid has been mostly neglected since the 1970s, and today we're seeing the pattern of demand change rather radically from what it had been for many decades. The threat landscape has also evolved. The security around substations is mostly been about keeping children drunks and crazy people from getting in and hurting themselves, not about keeping somebody who carefully studied how to destroy things from getting in and destroying things. Fortunately we have much better and much cheaper technology for detecting that somebody has gotten in. Unfortunately we also have had problems with responding to those alerts for a variety of reasons.
