I had this kind of thing in Luxor, Egypt. It got so annoying that at one point I decided to count how many times people followed me and tried to sell me something. 12 times in 15 minutes. I was just walking along the street. As soon as one guy gave up, a new one would run across the street to take his place. Bizarrely, I never had this problem at all in India. I must have gotten lucky.
It was epic how you chased that guy away, just relentless hammering him with good deals haha
Rule #1: IGNORE them.
Don’t look at them. Don’t reply. Don’t stop. Show no interest and definitely don’t ask questions or shake hands.

I've lived in Inida for 29 years, traveled all over and am never bothered by touts. You engage them, encourage them, and then then put them down. Your approach needs refinement. Touts and beggars are a non-issue if you simply look away and ignore them.
Just dont engage. Period. As you say.

There's one time in India, a rickshaw driver told me that he had lots of friends all arround the world, then he took a bunch of namecards from his pocket and showed me one from Hong Kong (I'm from Hong Kong). He said he took this guy to shopping and the guy was very happy with his service, but I saw on the card some words written in Chinese "不要信此人" - that means "don't trust this man".
I'm a guy who has very little patience for this kind of harassment, which is why I'll never travel to India or Egypt.
