I was told plant nurseries plant these too deep when potted up, and that you should plant bare root trees to the depth at the flare of roots and not at the previously deeper depth the nurseries had them at.
That's correct. This guy is wrong on the most important part of planting. According to him, he's planting this tree at some arbitrary point that the nursery had it planted. Why? That's a foot of soil that leaves the cambium open to rot and disease and also causes adventitious roots to form (which you can see in the video between the nursery planted level and the root flare). These are not typical roots and only grow out because the tree is buried (they can be snipped but in most cases just dry out due to exposure when planted at the correct depth). Bare rooted trees, including containerised trees, all need to be planted at the root flare line; even a little higher than root flare is much better than going a whole foot too deep as this video not only shows but recommends. Again, for no reason other than an inconsequential depth decided by some peon at a nursery. Fascinating that videos like this exist.
Follow the instructions in this video for planting. In terms of looking after Mandarin trees, you can treat them like any other citrus tree, water regularly, use a citrus fertiliser and prune any dead or diseased branches.
