Immediate arrest, drunk in public, causing a disturbance and threatening to military personnel.
Only if you are British ?.
These are MOD police and have no jurisdiction on the street , that is up to Westminster Council .
I agree.
Agreed 💯
Why entertain a nimrod 😂😂
Arrest him I have seen you arrest people for praying. This guy is drunk and abusive.there three of you there.
Why on earth wasn’t this man arrested?
He was drinking alcohol in public, and he threw litter in front of the cops. And he walked away. One law for him?
What is this Country coming to. That idiot of a man should have been arrested, for breach of the peace instead he was allowed to walk away. Four police there and nothing done to him. Justice it seems has flown out of the window. Disgraceful!!!
Why do they even have police if they don’t do anything? Guy should have been tazed and arrested!
Police need one more thing in there arsenal.... A fly swatter!
These are MOD police, they have no jurisdiction outside of the square. But why ste people so confrontational in this day and age?? Unnecessary
@@tracydean3678 killed me, ya did lol
Clearly he was drunk. They normally let people give the horses a treat but this guy was going to get the horse as excitable as he was. The police were very patient and respectful to him but like many drunks, became confrontational. When he asked loudly, so, what are you going to do...I so wanted to hear..well, first we'll march you to the tower to sober up, then to the gallows to hang then be drawn and quartered, beheaded and your head placed on a spike..you ready?
In America, this guy would already be on the way to jail….
jail? He would have been filled with led after the first 30 seconds of "conversation".
Which is why the US has the highest rate of incarceration on the planet.
In America, he would have been arrested for public intoxication and disturbing the peace.
Or shot.
For that reason I respectfully say thank goodness this isn’t America.
He should have been Arrested. He was drunk and disorderly on a Public Street.
@@peterrollinson-lorimer You are greatly misinformed..Police officers in the U.S. have it hard now because leftists want all police to be disbanded but yet if something happens to them they are the first to call the police..American police officers are being ambushed daily..You need to research. American police officers show great restraint..
Then got away with it as a lawyer uses money. American legal system is a paper tiger, just look at 😢trump.
Why is drinking in the street even allowed in London? I’m from a town outside London and it was banned here years ago. No wonder things are getting progressively worse when there are never any consequences for bad behaviour. Pitiful.
I'd worry more about the ethnic take over of your city.
@@daddyrabbit835 Wow, your racism is showing.
Is it really legal to drink alcohol openly in London?
@@modestyblaise5895 How is that racist?
It was banned in my town years ago but it could be that they’re not arresting him because he’s on MET ground?
Those police officers are very patient. In the US, he would have been in handcuffs the moment he got into their faces. At the very least, when he wouldn’t leave right away.
These officers are from the Department of Defense. They have no power to arrest but they can escort the idiots away from the military base (which does not include the sidewalk in front) or call in the MP's.
He seemed known
Guaranteed if he had made a move to hurt the horse, guard or dept of defence police he would have been brought down quick as a flash. Those guys know what they r doin and amazing at sussing who is a credible threat.
The American police tend to go in heavy handed(warranted at times), act without thinking or use their guns more than necessary.
@@geriwilliamson1967 I didn’t know that. Thank you for the education 😀
US has the highest incarceration rate of any country
Is public drinking allowed in England?
Here in Oz, he would have been cuffed and put in the paddy wagon.
Unacceptable behaviour ! I’m shocked!
This one man had the attention of all the armed police officers while leaving the other guards on duty vulnerable to some degree..he created quite a distraction.
Well to be honest he also had a bottle in his hand and was going off at the MOD Officer like he was ready to start swinging, so with the big crowds at Horse Guard no chances were taken however there were at least 2 more inside still.
@@kaafromoz I did not see the 2 armed police inside because like most of the crowd I TOO FOCUSED MY ATTENTION on the belligerent man..Thanks.
There are soldiers in the Arches, and in the guard house, so help is at hand.. I just wish the mounted police had followed him like that other dumb bloke was.
Should have been arrested for being drunk and disorderly
@@barbaragouin7232• The MoD police don't have the authority to arrest anyone on the public pavement.
I learned years ago that, if I let strangers feed my dogs, strangers can poison them and break into my house. Don't feed someone else's animal.
No other country in the world would allow that idiot to get away with that behaviour. We’re becoming a laughing stick.
You have to protect the horse. There is always going to be someone who will feed it something to harm it out of spite.
It occurs to me that guard house is a trap for them. If there would be a genuine threat there is nowhere for them to go boxed in as they are. Unless the back doors open if the horse pushes against them and I do not think that is the case.
If I was the guard think I would have 'accidentally' lost control of the horse and let it run him down
You will never win an argument with a drunk as they get more argumentive
He's drunk , he's drinking in front of the cops , he put his hand on the cop and yet nothing is done!
SMH
Shocking behaviour. Absolutely worst I have seen. Poor guards and horses should not have to put up with this. In my country police would have arrested him. Shame these officers do not have the power.
👍
They do. There seems to be some misconceptions as to the powers of the MoD Police (MDP) in the comments.
Wow. I live in Texas and you cannot have an open container walking around like that.
But you can carry a gun
@@barryeva8862 You would be surprised how many people who otherwise would try to rob or assault you will not do so if they surmise you might be packin'. Works quite well. I was born here in Texas almost 80 years ago and so far, so good.
4 officers and one drunk. In the US , he would have been "cuffed and stuffed."
Oh for goodness sake 4 armed officers and 1 drunk. Why wasn't he just arrested and charged at least with public disorder?
this man sounds like a Brit - and drinking on the street? don't try to reason with a drunk - he should have been arrested -
Look at the way he's dressed, then you know where he came from, also his attitude....
He is getting his courage out of that bottle.
No one should be attempting to feed someone else’s animal without permission. End of story. Let alone be feeling entitled about it.
Concerning how he is waving that bottle around.
I think the other one he had on his person he dropped making broken glass a prob too...
That was embarrassing. He was a security risk because of the distraction he was causing. Move him on or arrest him, don't waste time and resources. If nothing else, arrest him for his choice of clothing!
😄 Well, I'm glad that isn't a law! But, yeah, he fed the horse a Polo! That warrants being spoken to. Following an arrest it takes a huge amount of time and resources to deal with them, like food, medical-care, transport, sometimes spare clothing etc. so if a conversation will get through to them, it's preferable.
@@rachelm7525 And herein lies the rub, the accompanying paperwork and additional time necessary. You do realise that there were four of the armed guards distracted by the incident? Quite aside for the lack of respect for authority that should be enforced, this shows a weakness that terrorists - for example - could exploit. He needed to be moved on by one officer at the very least.
In Holland drinking in public is an offence. The police would at least take the bottle of him and send him on his way or when he causes trouble arrest him for being drunk in public. Alas, MOD police have no jurisdiction outside the gates so they would have to call in Met Police.
I could be wrong but I think they are met police, not mod police.
If that's the case they should have called the Met Police that's what they are paid to do.
MOD Police do have jurisdiction and this was extended by the Anti-Terrorism, Crime and Security Act 2001. They should have nicked this clown! I guess they just couldn’t be asked?
This isn't correct. MDP's jurisdiction isn't just territorial, it's also contextual (e.g., in relation to certain persons, items and business anywhere in the UK). The MDP also has agreements with other territorial forces that grant them powers they would not otherwise have (I do not know if there is currently any standing agreement between MDP and the Met - and if there was it would probably be predominantly concerned with terrorism offences and counter-terrorism policing - but it wouldn't be shocking if they had a standing agreement to exercise powers within parts of Central London). But, finally, the Ministry of Defence Police Act grants MDP officers the powers of a constable where necessary to prevent or stop criminals:
"(3C)Members of the Ministry of Defence Police shall have in any police area the same powers and privileges as constables of the police force for that police area, and in Northern Ireland the same powers and privileges as constables of the Police Service of Northern Ireland,-
(a)in relation to persons whom they suspect on reasonable grounds of having committed, being in the course of committing or being about to commit an offence; or
(b)if they believe on reasonable grounds that they need those powers and privileges in order to save life or to prevent or minimise personal injury.
(3D)But members of the Ministry of Defence Police have powers and privileges by virtue of subsection (3C) above only if-
(a)they are in uniform or have with them documentary evidence that they are members of the Ministry of Defence Police; and
(b)they believe on reasonable grounds that a power of a constable which they would not have apart from that subsection ought to be exercised and that, if it cannot be exercised until they secure the attendance of or a request under subsection (3A) above by a constable who has it, the purpose for which they believe it ought to be exercised will be frustrated or seriously prejudiced."
At the very least, subsections 3C and 3D of the Act alone would enable the MDP officers to detain and arrest the man until Met officers could arrive and custody be transferred.
I would've loved for 4 coppers grabbing him, turning upside down and carting him away with head down...only saw that happen once ,@@oliverbatt3559
Yeah, I wondered why so many get away with public intoxication there but then, I'm ignorant of the laws.
Officers thinking "Gosh Darn" tourist! 🤬 Bet they don't let this guy in the house when he's home! 😲. Move along buddy just move along and try to sleep it off!😂🤣😝
Mr Khan has totally put a muzzle on the police.
The police are not employed by the Greater London City Council. They are employed by the British Govt Ministry of Defence.
Anyone 💯% to the armed officers dealing with this person who is obviously drunk. I am just so thankful that no one and the horse were not harmed in this person's very poor judgment.
TOURIST?.. DRUGGIE, DRUNK OR SMACKHEAD YOU MEAN ;)
Why is he even allowed to argue? They're far too "patient".
They should arrest him for public intoxication!
😂😂😂
Seriously 😐
This dude would be in cuffs by now for disorderly conduct and public intoxication. Also interfering with a military or police working animal.
Where I come from this man is already arrested and jailed
In my humble opinion, these police officers failed their duty. This arrogant, obviously drunk or mentally ill man was arguing with the police, putting on a disgraceful show for the tourists, and I was hoping he wouldn't try to throw now his bottle, like he did the (whatever it was) he slammed on the ground. I know the British have a higher tolerance for behaving badly, but this stand-off was ridiculous. This man should have been told to leave right when he starting his rant.
I quite agree. If M.O.D. Police cannot arrest him. Get the Mounted Police to take him down. THE U.K. IS GETTING SOFTER BY THE MINUTE. I am Ashamed to admit this.
Ignorance is a truly international problem.
Time for a long Nap in the Drunk tank.
THOUGHT HE WAS GUNNA TRY SELL THEM A BIG ISSUE LOL
Credit to these officers for keeping their cool. I wouldn't.
I am convinced that there are people in this world that wake up every morning and the first thought that occurs to them is "..who can I harass today?"
These policemen ARE too kind. The Man deserves to be arrested!
Public intoxication, why wasn't he arrested for his aggressive behaviour ?
I truly do not understand the UK police. Are they required to be door mats?
This drunkard posed a threat to the horse and guard. At any moment he could have thrown the bottle or tried to grab the reins or in some way cause trouble for them. And what is the purpose of the police, I ask myself? To look tough and act humble.
In Canada the same as US!
The army guards handled him brilliantly.
Being drunk AND consuming alcohol in public should never be condoned!
How stupid this jerk was they were just waiting for him to take a swing at the officer then that would be a very very big mistake, They knew he was drunk or high but he should of been
I commend these 3 policemen for keeping their cool with this excuse for a man. Especially the guy who had this idiots hand pushed in his face and then ffs he accuses the policeman of assaulting him. 11 out of 10 for handling the situation the way that he did. ❤❤❤❤❤❤❤❤
hombre muy agresivo, algo tenía en la bebida, y todavía creo q le da al caballo, rápido arresto!
Why did they not have him arrested? May related to crazy Karen..lol
And that is how this guy got himself arrested and got everyone's attention including the people walking past and even on CZcams. I think that guy was mentally off.
Maybe they should ban open bottle drinking..
This Citizen of Guinness should Tube it over to Speaker's Corner where the Crowd can have a Good Laugh.
First the woman who cackled ruining it for others...now this one 🤪 strange world we live in
No feeding the horses should be on the sign along with they may bite or kick. Whio knows what could be given to these animals in the guise of friendliness.
Tracksuit and an open bottle of beer during the day on the street.
Speaks volumes.
The guy was disrespectful period the police showed patience and we’re very professional.
I am very impressed how patiently the guards control the situation, here in America, cops will drop him, tease him, and put him in jail…great job
That idiot needs to be arrested.
I did not know those police officers had no jurisdiction outside the property. They are wearing police uniforms and the checkered band on their caps so why not power of arrest on the sidewalk where they were when the altercation took place? I don't understand why this man was nor arrested????? In the US he wluld have been arrested and taken to jail. Just curious not being disrespectful to these officers. I love cops and as a retired deputy sheriff I fully support all law enforcement.
To arrest on the pavement you need the Metropolitan London Police. You rarely see them here, it's a pity there weren't any mounted police, they would have had him
Just what I said, too...
@@helenhallwood3580
They do have a power of arrest in this circumstance.
@@oliverbatt3559 do you know why they didn't do anything here? Just wondering...
@@crabtreeshep4969 I don't know (only the officers will know for sure), but I can speculate. From the man's behaviour it's not unreasonable to assume that should they have tried to effect an arrest he would have resisted. He is also holding a bottle of beer which he could use as a weapon. As all of the officers are equipped with long guns (the Colt C8 carbine) that somewhat restrict their movement and are a liability close-in, any physical confrontation is likely going to escalate to a Taser deployment. In addition, it seems that the girl (despite disappearing out of frame) is still nearby and they have a habit of trying to intervene when police are arresting 'their' man, so you could quickly end up with two people being tasered. What's more, depending on how the man used the bottle (and particularly if he broke it), the incident could escalate to a confrontation with a man with a deadly weapon, which would justify the use of firearms.
So, at a minimum, you might reasonably expect to have tasered one drunk man, be responsible for him whilst he's in your custody (and how long will the Met take to get a unit there to take custody of him?), have to fill out a use of force form, incident report, witness statement, etc. and, if the CPS decides to prosecute the man, attend court. If it really goes south, you might end up having shot a drunk man in the heart of the Government district of London (here's hoping you don't hit any bystanders), make the news, have the IOPC asking you pointed questions, etc. And, either way, all because you decided to do the local bobby's job of dealing with a drunk-and-disorderly, which has distracted you from your primary role of policing the MoD property in Whitehall and providing a general counter-terrorism presence. Or you could try to de-escalate the situation, tolerate a little bad behaviour and hope that he moves on to become somebody else's problem.
If that is the reason, I'm not condoning the officers' decisions (I don't think it does the image of policing any good), but I would understand it. For what it's worth, I would think that many of the Met's Parliamentary and Diplomatic Protection (PaDP) officers 'next door' at Downing Street would consider a similar course of action as they are in a very similar position and have a very similar role to the MDP officers in Whitehall. However, they may find it easier to summon a local unit or else call in one of the many MO19 Armed Response Vehicles (ARV) in and around Westminster to deal with it (whilst the ARVs are also equipped with long guns, they are secured in the car by default with the officers only carrying sidearms, so it is at least a little easier for them to go hands-on).
This is how you prove that you weren't taught any manners!
Here it is living proof we have enough ot our home grown misfits we dont need any imported from who knows where landing on Our beaches every day! 😮
Yeah, this is no 'tourist'. Unfortunately, he lives here 😏
Šta se policajci s njim prepucavaju. Zatvoriti ga treba jedan je pokazao srednji prst gardi i policija je išla za njim dok nije rekao razlog ovu budalu puštaju da radi šou s flašom alkohola.
If he was sober and praying he would have been carted off.
As an American, I do not claim him as one of ours.
Que paciencia tiene los policías
How to make yourself look like a fool.... too much beer, no sense, I'd have arrested him for disorderly...
He could have give that horse anything....
they should add on that board "don't feed horses on duties at any time"
That other young guard we sometimes see on here would have rode the horse straight at him 😂
Riaprire i Manicomi!
Ahh yes. Everybodys favourite knob... the drunken bucket head knob.... unfortunately increasing in numbers in public everywhere
What did he feed the horse, I wonder? Candy? The horse simply exclaims, "Oooh, treats! "Nam, nom, nom, nom!"
Not a tourist. A drunk. Should have been arrested for breach of the peace
He’s walking a dangerous path…
Omg argueing with police starting on the guard good on guard for pulling horse back .sorry you had to deal with this
Some people have no idea on how to conduct themselves out in public 🙄
I thought drinking on the street was illegal .should have been locked up .
Why should the Kings Guard and the uk Police be subject this type of appalling behaviour. I can’t image it being put up with in any other country.
Overly friendly and excessively tolerant police, this man slould be arrested .

Arrested !
He should have been arrested for drinking in public.
Obviously likes an audience
What if this wacko was causing a diversion on purpose 😖
Some ones try hardly to be recognized as IDIOTS!
.. and they achieve it!
He should’ve been lifted for his dress sense alone!!
I love london Darla
Why was he not arrested.
Drunk with an open bottle.
This whole place is amazing with what they allow to go on from rude people.
Try arguing drinking in front of police in public, and harassing our military in Texas...he'd be cuffed and headed to jail within minutes.
He should have been arrested what a complete show up of our policeing standards
Police stop arguing with the drunk and have him arrested.
This guy needs a major time out! Like in the drunk tank! With fines and community service cleaning up horse poop!
Don't you love "freedom and democracy"? You can do whatever you like to annoy people.
If he were here in Canada, he’d be on the ground getting cuffed! No police officer here would put up with a drunken tirade like these officers experienced. I’m shocked that anyone can be drunk in public AND carry a bottle of booze so they can keep drinking! WTF??
Throw him in jail he's drunk
Why do our Police put up with such drunk idiots ,should have been arrested !
The public shouldnt be allowed to feed the horses. They could be giving them anything even illegal drugs placed inside a treat which would be life threatening!! Anybody caught giving them anything should be arrested and the horse checked!! There are to many nutters about to be complacent!!
“Police Officers” you must be kidding me! Drinking an open bottle in a public place! He is obviously drunk and acting in a Disorderly manner. Yet he walks away to likely disturb other members of the public, when it should have been “Nipped at the Bud” and locked up! From a 34 veteran of the Police!
Exactly another example of our pathetic police system, in any other country he would have been thrown to the floor and arrested
