I think it'd be cool if it was Susan, but her initial reaction doesn't makes sense to me if that's true. Seeing a blue police box, the first thing Susan is going to do is check to see if it's her grandfather's TARDIS. She wouldn't accuse or yell at the neighbor dude for leaving it there.

Likewise or Jenny. Mrs Flood was very coy and appeared to be bluffing when she was originally making a big deal seemingly not recognising it when she first saw it... At least her subtle tells were very similar to when I see a poker player trying to misdirect they have unbeatable cards... Maybe just naturally from the actor, but She is too good an actor and RTD2 is too deviously clever AND this Doctor is exploring the science of luck... AND RTD sometimes seems to still stumble onto the significance of EVERYTHING as they go along... There are none greater than RTD2 and they're still so cheeky charming 🥰🗝️🦉⚧️🖤🌚
I watched the episode, but I'm not sure if I missed something important. When did Ruby's neighbour go from not understanding what the T.A.R.D.I.S. was, to obviously understanding that it wasn't simply an old blue police box? Also, we know that the T.A.R.D.I.S. is sentient, we learned this in "The Doctor's Wife". The 15th Doctor didn't ask the T.A.R.D.I.S. if they wanted to be split into two, and I find that curious, and pretty inappropriate.
Pretty sure it's obviously the master, they've been building it up with the tooth, having a random hand pick it up, and also suspicious how her character changes as if its not her anymore, like the master took out the real Mrs Flood, and played a master of disguise. She also acts creepily something a good character wouldnt do
I believe the best clue for Ruby's neighbour so far is when she mentioned that she didn't see police boxes for 50 years. So what does it give us? 1973? Not educated enough in classic era to tell further.
Mrs. Flood seems like an interesting character, especially if she knows about the Tardis. I know alot of people dont think she might be a villian but with a name like, there's alot of justification to say she is a villian.

I love Millie’s introduction. She copied what Rose did with the TARDIS which I thought was an unintentional reference but a welcomed one. Can’t wait for the new adventures and I love Ncuti’s outfits!! I love his leather coat!
