Just had this issue on my 2016. I took that panel off and found nothing wrong except the amount fine dust/dirt was so caked on the moving parts, they couldnt move. Took both unit off, cleaned & lubed them up with grease and everything works fine now. I found the source of the problem is where the cable for the rear view camera exits the bottom edge of the tailgate. The hole is about the size of a quarter, but the cable is only about the size of a pencil so all that fine dirt gets right in.

Sometimes it's actually a matter of loosening that screw to fix the failure of the remote lock / unlock.
So be careful how tight you tighten that screw or you may just find yourself in another dilemma.
I think I finally fixed enough where the problem has not come back for a year now. Hundreds of trucks, was usually about 15-30 each year coming in around the same time with a tailgate issue.
Now that wiring harness above the body mounts, honestly just heck 2017+
And extra Heck 2019 NBS+ for the engine wiring harness.
