It's a cheerleading competition and not from a basketball game. Cheerleading is quite a big deal here in the Philippines. Different universities joins the battle and is one of the biggest and most awaited part in UAAP competition (It's an event where universities compete with different sports, basically a sports festival/ intramurals). The men who's dressed in black are spotters to make sure all the flyers are safe in case of accidents and also to help organize the props during the routine :)

Just a correction as well, while the usual mats for cheerleading are the ones that have a bit if bounce (sprung mat) to help the cheerleaders, the ones used here are called “dead mats” which I believe requires more strength and force (possibly technique too) to pull off stunts.

from my experience (3 years cheerleading in college), those people in black are called "spotters", they dont call the shots and count for us, they instead just stand by and watch in case we throw the fliers a bit off they can help safely catch the fliers.
    edit:
and regarding incidents, the most extreme we had was when were practicing, we had a team who threw their flier way off and the lifters couldnt catch up fast enough so she landed onto the grassfield on her upper back, luckily she didnt have any severe injury we just let her rest for about a week then she was flying again

School encouraged pep squad competitions either between grade levels or classrooms during annual intramurals. I never really understood where the obsession for perfection came from, but it was so hardcore, even for small scale competitions within schools. We would fund raise to hire professional choreographers, trainers, vocal coaches, bands, rent space for small and large group lessons and practices for after school and weekends, and order custom uniforms. No one else outside of school would see it, but it was always crazy excessive, with a lot of tyrannical behavior and crying. The end result, esp if we won, would be worth it. No real prize tho, just bragging rights.

I experienced watching it live in some seasons because I am an alumni of FEU (one of those 8 universities) and it was really insane. People are wild. Even tickets are hard to secure because it's all about universities pride. But these cheerdance teams also performs in some sports events (Half time). There is another assoc of universities that caters sports, NCAA (older than UAAP) but UAPP became more infamous and prestigious because the universities included are the top universities of Ph located on the capital of Ph. But NCAA is great too. It's fun watching sports and cheerdance from both assocs.

The Black guys are spotters. But same thought they count but also help flyers prevent injury by catching them and supporting the base person.

Cheerleading here in the Philippines is a bit different. We don’t have spring floors (bouncy floors) we just use hard mats. We also see cheerleading as a whole different sport that isn’t associated with any other sport like basketball etc. The people wearing black are called spotters, they try to catch people when stunts, pyramids and tosses go wrong. This event is specifically for cheerleaders.
