If we imagine the resources as capacities it makes more sense; you put down a woodcutter, and it increases the capacity of your wood production. Your workers will cut enough wood to supply the continuous need for firewood and building maintenance. Any capacity above that can be allocated to new uses. But if you don't have a use, your workers will not work just to stockpile wood. Instead they will spend their time on other tasks or recreation.
