A baby can suffocate themselves, or choke, if they manage to pull off those pieces of plastic wrapped around the plant; we always under-estimate the growing strength of a baby/toddler. Also, the basket over electrical plugs, as someone suggested, is definitely a fire hazard; (and the electrical leads are a tripping hazard.)
This doesn't mean leave the baby with those stuff for a long period of time. It is just for the few initial secs they would grab and do whatever with the soil. As for the electricals you can do a bigger basket, a plastic basket. If there is no shorting for the initial spark to start the fire it is not a highly hazard as you suggest. If the conditions are to be met on that fire, with that not so high natural/incidental probability, it means the house and things around the house are unkept and badly taken care of.

Great, put many electric cables inside a basket that can catch fir easily. Sorry, I do not think that is the best idea.
Unless there is a massive shorting due to loose plugs i don't think it will catch fire as easy as you say.
