Change Management is a subset of Configuration Management. The CM Plan should cover approval authorities, roles and responsibilities, and what SOPs describe the Change Management process.
Configuration Management has five key process areas: 1. PLANNING 2. IDENTIFICATION 3. STATUS ACCOUNTING 4. CHANGE CONTROL (CHANGE MANAGEMENT) 5. VERIFICATION AND AUDIT

Great explanation! I used this video to explain to my C suite the difference so they could stop sounding like novices when they spoke at meetings with PMs and Development leaders.

Thanks for explaining this. However when would you NOT submit a change request? Of customer requests a change how do you know whether or not its appropriate to submit a request?

Once PM Plan and baselines are formalized the changes from any stakeholders will intent to change request
If PM Plan and baselines are not formalized the changes can be done directly by Project Manager
