after u perform the turn, and after kicking off the wall, can u perform the dolphin kicks with your body position side way initially then after that slowly adjust your body to the back before you break out on the water? i am asking this because it is quite hard to hold your breathe while at the same time, prevent water entering the nostrils on the back underwater after you kick off the wall after executing the turn.

We can refer to this imaginary line as "shoulder line". We can measure angle between the "shoulder line" and the surface of the water (horizontal). When this angle is 90 degrees, we call it "at vertical".
In back stroke, you may propel yourself any way you please as long as you remain past vertical towards the back. In the Breaststroke and Butterfly, scissor kicks are not allowed.
lol when I was a 11 year old kid I was told by the swimming teacher that in backstroke races you are allowed to turn onto your front within the last 5 meters of the pool before turning . I used to turn miles before everyone else and do 2 or 3 strokes of frontcrawl before turning lol

Nope. Double arm pull is simultaneous.
