This was a difficult question to find an answer to, but it appears that the answer is yes. According to the US Embassy in the Philippines, they can help you arrange return of the American citizen's remains to the USA or they can help you make arrangements for cremation or burial in the Philippines.
The UK Embassy in the Philippines says the exact same thing as the US Embassy in the Philippines.
So the answer appears to be yes, a foreigner can be buried in the Philippines.
