They use the same logic your g/f or wife would use. If they see an outfit that was originally listed for $200 is now on sale for $100. They will buy it and claim they saved $100. If this were the U.S. budget, this diversity hire could now say during her testimony "Senator, the Biden Administration lowered spending by $100 and reduced deficit by $100." As long as you ignore the $100 that was originally spent, it all makes sense.
