You beat me to it. This is a display piece and nothing more. There wasn't enough of the outer shell left to even safely run this device. They literally chiseled 3/4 of the outer casing onto the table. If they were to submerge this piece in rust remover, the whole thing was likely to disintegrate.
I hate when they pretend to find it. There’s absolutely nothing wrong with saying you got it at a junkyard, we’re just here for the restoration we don’t care how you got it lmao

None of the internal tubes were reinserted into the outlets, this has zero chance of working. Also your paint job was on top of existing rust. You may as well have carved one out of polystyrene and painted it green.

On a ship, such heat exchangers often had to be disassembled and several tubes had to be plugged with plugs. The problem is through corrosion of the tubes. There must be an effective anode protection. Bolts must be welded on the covers, pieces of zinc or magnesium anode must be screwed on the bolts. Depending on the environment in which the heat exchanger will be operated. The anode metal is selected from the Electrochemical series of metal voltages (School course of chemistry). For sea water - usually zinc, for fresh water there are many corrosion inhibitors, but the most common anode is magnesium. Just screw a piece of zinc or magnesium to the lid (there is never too much protection). The electrical contact of zinc and the heat exchanger body must be good, otherwise there will be no electrolytic pair and the anode protection of the metal of the heat exchanger will be ineffective and through corrosion of the tubes is guaranteed. Therefore, the anodes must be periodically cleaned and the electrical contact of the anode with the heat exchanger body restored. The anodes will gradually corrode, thereby destroying themselves, but protecting the metal of the heat exchanger from corrosion. Tubular heat exchangers have maintenance regulations (read the rules for the operation of marine tubular heat exchangers), pressure tests, etc. Alfa Laval plate heat exchangers (today purchased by Tetra Pak) are more resistant to corrosion, as they use stainless steel.
You took an old rusted out non working heat exchanger with no chance of working and turned it into an old painted green non working heat exchanger with no chance of working. But it will make a good door stop.
You done a cool , job and so nicely painted Wow.But this heat exchanger could not be used again for it original purposes as the steel would be way too thin and the tubing looked a bit suspect to use on a good marine engine. marine engines are expensive to repair once they have sea water in them.
soak it in evaporust, if you had remove all the rust with evaporust then neutralize with white distilled vinegar you could reuse this to make fresh water
