In case you're confused it's because the server saw the NPCs car get hit so it acted as it would had it been hit. You can do this by taking a car with good breaks and stopping right before you run into another car. If you aren't the host of the lobby it will likely show the car being pushed away without taking damage. On other players' screens it will seem as if you crashed and your car as well as the car you stopped next to will appear damaged. This is also why your car will sometimes cost money to repair when youve yet to damage it at all.
GTAO NPCs are just their own category of NPCs now. For those wondering, im pretty sure this is caused by GTAs client side server registration, best example I can give of that is when a friend pulls up next to you and hits you on your screen, but not on theirs. Also known as "Not on my screen" and "HOW IS HE NOT DEAD!" For FPS players.
Agreed when I get mad over these things others tend to tell me that it was my fault and that I had a miss input or something but I legit have no control over it
