Or maybe less since that would create the free-rider problem, everyone would have the incentive not to contribute and just ride off the achievements of other people's contributions because the cost would be voluntary but the benefit can't be restricted to those who paid.

So you'd feel more proud if you'd be forced to contribute? That makes no sense to me. Knowing that you have contributed to something you think is good while others didn't bother should make you feel better about yourself, not worse. Also, no matter how good you think your project is, you shouldn't force others to contribute if they don't want to.
Opelvaky You sound like a rabid libertarian with your anti-tax talk. What libertarians can't understand is that when you can't opt out of the benefit you also shouldn't be able to opt out of the cost. There's a reason public goods like roads are usually funded publicly, because a road does not only benefit those who drive upon it but have large externalities.
The thing is that with a public good. one that inherently benefits everyone, when others contribute you have no incentive to contribute unless you're forced to because you will still get the benefit without paying. And when others don't contribute you have no incentive to contribute because your contribution won't make a difference. This is known as the free-rider problem and is the reason why we "force" people to contribute to public goods through taxes. Libertarians who cannot see this do not understand the implications of the rational selfish economic actor theory that they're so fond of. Things we do have reasons behind them, we have not come to 2014 and just somehow missed some kind of inherent immorality of forcing people to contribute to public goods. It's in fact what you should do.

Its crazy how most people don't believe in life on other planets. Religion makes us think we're special but we're just an atom in an endless ocean.
well space is infinite and there are earth like planets so why can't there be aliens and what if we don't find aliens what if they find us or what if they already found us but they haven't told us
nonsense…religion has nothing to do with it. I'm a Christian and I've always believed that theirs life on other planets. Look at the Universe and galaxy, there are billions of planets and stars…it's kind of obvious that if we are living and breathing there will be other beings doing the same elsewhere. I've noticed that religion especially Christianity is used as a scapegoat a lot these days. I think that's wrong. People always like to blame something else instead of look at themselves first. Anyway that's just my opinion

I saw Bill Nye at Irving Plaza two weekends ago-- what a cool dude. I am excited and hopeful that we'll muster the courage to explore more of our cosmic neighborhood within my lifetime.

2 billion dollars is not that much to a country. I say go for it! This is more productive than what we are doing these days with 2 billion U.S. Dollars... TheWeakMinded Taxation is part of the law, stealing is outside of the law. Not liking the fact that the government taxes is one issue, but it being illegal is another. It is part of the social contract you agree to if you stay in this society. If you do not agree you can either engage in civil disobedience or go to another society. The laws here do not stop you from leaving.
TheWeakMinded Because we don't have the most efficient government system in the world, NASA's funding keeps getting cut. Politicians don't care about space exploration. And if you went to a public school, drive on public roads and highways, are on the grid, and want to enjoy all the freedoms and protection that you're granted by your status as an American citizen, then it's kind of common sense that should you pay your fair share. I'd rather have my tax dollars going toward something productive, like confirming that life exists elsewhere in the universe, than half the shit I see being discussed in recent legislation. And with a $3.77 trillion 2014 budget, I think we can find $2 billion somewhere in there.

"Mars and Europa"... what about Titan? It's got a very thick atmosphere, both land and liquid lakes and oceans, quite a few hydrocarbons... it's a far more likely candidate than Mars, which is no more than a giant barren rock.

We even have garbage on our own moon left over from the handful of times that we've visited there, for example. Really, though, my comment was speaking to our track record here on Earth. Should we (hypothetically) inhabit some other planet, then hopefully by that time we've learned from our mistakes here. I somehow doubt it, though.
TestMeatDollSteak Yeah that is my point. Most people saying this are really trying to make a point about Earth. It is a good point to be sure, but again the problem is billions of people. A nasa site on the moon, even left there, does not hurt or "destroy" the moon. As well, a future civilization possibly inhabiting another planet also has nothing to do with whether we would destroy Europa or not. People may go live on another planet some day, and eventually destroy whatever eco system they establish, but that is a different activity than sending a probe to explore a moon and it makes no sense to use the argument against the former to challenge the later.

I think Bill's onto another wonderful thesis here. We have so many problems here on earth trying to come to a scientifically sound explanation for the origin's of life that life originating on Europa makes for some good sound science.
I think the environment with all the speculated water / ice would be ideal for the start of simple life forms.
Why , with the balmy highs of minus 260 degrees Fahrenheit and the lows of minus 370 degrees Fahrenheit ( another - 90 degrees and you have absolute zero), we can forget about the lukewarm ponds and start figuring out what kind of darn thing could evolve there and then just fly right off that moon , thus defying the the gravity of both Jupiter and itself.
I can only think of one critter that might be able to make that big leap.

Heck , you can freeze them , boil them , radiate them and put em in a bottle of Jack Daniel's , but you just can't kill'em.
Why , they even look like they could be little organauts. I could just picture them in my minds eye , just floating thru space
for eons in this frozen inanimate condition.
And could you get anything cuter then a water bear to represent our earliest ancestor and as a poster organism for evolution.
And then for those lucky few Tardigrades floating thru space , they might just get sucked in by the earths gravity and into our early inhospitable cesspool of early earth.
An environment that is in-conducive for amino acids forming and certainly not proteins.
Nothing to be concerned about though, as mentioned earlier , Tardigrades are just about indestructible.
And now we have a fairly complex life form that will fit into many of of our earliest speculated ancestors without having to
deny all the the scientific data that evolution has to ignore to come to their conclusions.
Should anyone want to espouse on MY thesis , I expect to be recognized for my initial speculation.
I think we no longer have to resort to alternative ideas of life such as Neil deGrasse's and your latter thoughts on the possibility that were all in a computer simulation that's so well done by it's creator , that we can't recognize were , well just a simulation.
I just love evolutionary science , you can explain just about everything if you ignore a majority of science.
based on those geysers shooting off from europa, can we use a spectrometer to discern the salinity or toxicity of the water down under? because i figure if its too salty, acidic, or metalic, ect, life would not be able to survive, if its clean though, that would just triple my enthusiasm for a europa mission!
We find life at the bottom of our oceans right inside volcanic shoots which spew out pretty concentrated minerals ect. so its perfectly plausible on Europa.
But at the same time life started from scratch there, we imagine, so maybe they have traits that allow them to survive with the different makeup of the water there.
Life is resilient. Assuming you're an intelligent person by your view of this video, consider the waterbear. If that sort of organism can exist -IN THE VACUUM OF SPACE- god knows what else there could be.
There could be life on Europe, and still we wouldn't know. It could be a micro-organism, or live at the bottom of the ocean, and we could send people there and we'd never find out. It's all a chance to discover.
Rob Comber while tardigrades are interesting little creatures, their evolutionary history is still in question. it could very well be that the evolutionary steps that had to take place to make such a resilient and hope inspiring creature required an evolutionary progression from much simpler and more vulnerable ancestries. regardless of my skepticism on the general consensus of there being a certain propensity to life, i still have to see europa with my own eyes, i just dont want to get my hopes up.

But very unlikely because the world the we created (the one with buildings and villages) is built around our thumb. Try to use a hammer without a thumb. The reason we evolved our thumb is to manipulate around in the trees. And there probably aren't any trees underwater in Europa so they probably won't have thumbs. But thumbs aren't that special, we have seen them almost evolve twice (Koala's hands almost look like they have 2 thumbs).
If life originated there and if that life evolved something like DNA, then it is possible that the life there would look suspiciously like the life here on Earth simply because we have seen multiple biological structures evolve more than once on Earth (like eyes), so it must be useful for some reason. We could theoretically find life like fish or trilobites. But I doubt we could find life with appendages used for land (like arms or legs). But really who knows. We only have a sample size of 1.

There's some sort of illogical process in people's minds where they think ideas obtained from farther away in space or time are somehow more likely to be true. Like "ancient knowledge from the Mayans" or "wisdom of the far east". It's actually hilarious. I could write down a bunch of nonsense in a book and show someone and they'd say it's bs. But if I buried the book in the ground and it was found after 1000 years, many people would believe it. So if aliens popped up and said something, people would believe it because "if they live so far away, they must know something".

Why go to Europa.. oh idk.. Water O.o there is water on Europa! Imagine have an even greater source of water! That would be a great help in helping the poor and the needy. The technologies created in order to get to europa could help us all as well. Look at what NASA and other space programs have invented and how helpful it has been for us! Space is the answer.
Yes, it'll be great to find new life and water sources in Europa. But the cost to transport those water would be very expensive. What we really need is better way to purify seawater into drinking water.

We do need better ways to purify water, and a cleaner way as well. Perhaps this space program could also find a way to extract water from europa and that as well could be our solution for our water problem.

He's going about it the wrong way. "If we find life on Europa, we'll also find oil! OIL!!!!" and suddenly the 2billion is raised within a week and more, adding tankers and bombers just in case the life there is hostile.
If I were to ever become president, I would focus on funding NASA and space technology

I have a very important question. When we drill/melt a hole through the crust. Are we going to be taking in the fact of the sea water moving at such a extremely fast pace due to the extreme amount of gravity put on the moon itself? I would hate to sent a camera down there, and then see it torn away by a powerful tidal force! It absolutely intrigues me the thinking process of how we're are going to travel through the ice, and not to mention have a camera that won't compress under gravitational pull of the environment. Please talk about more and the satellites composition! :D

Prior to hearing of the geyser solution I always wondered what the possible hazards of drilling trough the ice of Europa would be, such as exposing the inner planet to space radiation or simply disrupting the theoretical ecosystem in place by introducing a foreign element. What's your take on this?

TheWolfPreys - Gaming That would be really, really cool. As for "now what", that'd depend almost entirely on the life found and what conditions it was found in. The entire idea of the scientific method is to create predictive models to explain some aspect of observable reality, so we'd take the new data and see how it fits with what we already know, and if it overturns some knowledge or adds to existing knowledge. We really won't know what will happen next until we get the actual data.

Today we don't even know that there is any life in our galaxy other than us, let alone our solarsystem. We don't know how rare it is. If life has arisen at least twice in the same solarsystem, that has massive implications on how common it is in our galaxy and within the universe. Even if all we find are microbes it has a huge effect on how we view the universe long-term.

+Joseph Puentes Sorry I misread the question. Water is required because it is the perfect catalyst for the transfer of energy within a living organism. It is in a neutral state and will not interfere with the bonding of oxygen and carbon within the cell. Air is required because it is the fastest and easiest way to transport oxygen to a living organism like you and I. If you need more of an explanation please let me know.
+Joseph Puentes Here on Earth all life requires Oxygen. Out of all the 92 elements in nature Oxygen is the only one that is capable of carrying the energy needed for life. It gets the energy from ultraviolet sunlight through the process of photosynthesis. So you see, all life needs the Sun. It is safe to say that all the elements here on Earth are the same ones in the Universe, therefore any life out there among the stars would have to be very similar to life here on Earth. Any other life in the Universe would need a Sun for energy and Oxygen to carry that energy to organism.

Lets just leave other life alone OK. if it's out there it does NOT need to meet a disease like humans.
I want to see life as much as anybody else, but scientists absolutely must get off this habit of assuming a high chance of life for every habitable place out there. It doesn't matter if we find perfect conditions - until we know the true difficulty of evolution, its nothing more than a wild guess where life may be, if it exists anywhere else at all in the galaxy, or even the universe.
Yeah, scientists are basically making theoretical delusions that in 20 or 30 odd years, that we will have things like teleportation, artificial intelligence, proof that there is or isn't free will, that time travel will be possible, FTL-travel will be a reality and so on.
CosmoShidan These theories are not delusions because they are physically possible. People need to unite and stop wasting time and resources on wars and then these 'delusions' can and will happen.
Life absolutely exists elsewhere in the universe, no question about that. But yeah, to think that all we'll have to do is search a single habitable planet and expect life is ridiculous, I'll agee with you on that.
Peter Dewey I tend to view them as delusional because of the over-optimism from thes ideas and that these ideas are going to happen in the span of our lifetimes. Take A.I. for example, research has gone into it during the 1950s and 60s, with the results being unproductive.

We have a poster of Europa (and a couple of other moons with subsurface oceans) at home. I tell my daughter that we might find life on those, or some other extraterrestrial body, within her lifetime. She's pretty excited about that.
