It's Valkyrien Skies Mod, just search in the Minecraft search tab, the one with a compass, search for: Ship, two enchanted sticks will appear, one will be the ship creator that you can add physics to the blocks, and the other is the mini ship creator that when you right click on the blocks they will become physical and become smaller.

A proper neather ship. Obsidian hull and back side. For anything not apart of the bottom of the hull or propeller system nether wood. Use tnt dispensers to propel it. Figure the rest of it on your own. It’s your boat.
