      iIt depends on the situation for instance in times of famine the government will offer relief in the form of donations in this case that is top down (direct) solution to a problem but the questions is what can they do to avoid being in a situation where people need donations? and that means finding out from the people what issues they have that make it hard to not have food if emergency occurs and that approach is indirect (bottom up)
      Otherwise, you just create dependency syndrome where people keep waiting for handouts… that example is a bit extreme but the same concept can be used for things like finding solution to economic problems …the issue is the trade off between cost and time
