I have experienced the red tape. What I did before for that government staff to give up asking for "so called" requirement: 1) make sure you have all the requirement first; 2) ask questions if there's something you didn't understand from the requirements (Research), 3) have a portfolio or bag for the requirements (everything you need) para bigay na lang ng bigay pag hingi ng hingi. Magugulat pa sila; and 4) make lots of copies, organized it well. Ask for more originals kasi minsan hihingin yung original tapos wawala nila sa loob. Minsan kasi yung requirements hindi clear and concise. May underlying requirement on top of the requirement. It could be intentional to deceive people or unintentional. So ask. Pag kilala ka nila na organized ka, they get intimidated by you. Alam kasi nila hindi ka maloloko. This is one way to prevent corruption. Kung walang magbibigay titigil yan. It is a vicious cycle. There's a book of Lee Kuan Yew (from 3rd world to 1st world) napakaganda. For us to eradicate corruption, educate well people in government, and take care (meaning enroll them in good schools) of the ideologists (non-trapo) for they are really the future of politics. What I did before for that government staff to give up asking for "so called" requirement: 1) make sure you have all the requirement first; 2) ask questions if there's something you didn't understand from the requirements (Research), 3) have a portfolio or bag for the requirements (everything you need) para bigay na lang ng bigay pag hingi ng hingi. Magugulat pa sila; and 4) make lots of copies, organized it well. Ask for more originals kasi minsan hihingin yung original tapos wawala nila sa loob. Minsan kasi yung requirements hindi clear and concise. May underlying requirement on top of the requirement. It could be intentional to deceive people or unintentional. So ask. Pag kilala ka nila na organized ka, they get intimidated by you. Alam kasi nila hindi ka maloloko. This is one way to prevent corruption. Kung walang magbibigay titigil yan. It is a vicious cycle. There's a book of Lee Kuan Yew (from 3rd world to 1st world) napakaganda. For us to eradicate corruption, educate well people in government, and take care (meaning enroll them in good schools) of the ideologists (non-trapo) for they are really the future of politics. Change the mindset because whether we like it or not corruption is already ingrained in our culture. Sad to say. And poverty and lack of proper education are part of it. Even if we increase government employees salaries but the upper management is doing the corruption it is useless. So it has to be simultaneous. Off with their heads so to speak (fire them).
