  • Aljazeera’s Investigative Unit unravels a high-stakes international plot hatched by powerful Eastern European oligarchs to make millions of dollars from a crooked deal. According to one Ukrainian analyst: “It sounds like an agreement between criminal bosses. You can sign it with your blood.”
The scheme involves using a web of offshore companies and international lawyers to raid US$160 million dollars under the noses of the authorities.
The money is effectively being stolen for a second time… the funds were initially frozen by Ukraine’s courts after its former president, Viktor Yanukovych, was discovered to have emptied the country’s treasury.
The Oligarchs include an exiled gas billionaire guarded by Russian special forces, a Moscow property magnate and an Olympic show jumper on the run from Ukrainian authorities.
The investigation shines light on the ever shifting battle between the oligarchs and global financial regulators.

In my case as well as from many people I know, many of their presentations are disliked especially those that justify terrorism as a valid war being waged by freedom fighters who are being oppressed in a society they are in. Unfortunately, not sure how much follow-up that will get, IMO unpleasant scenarios were mentioned around the NYC prosecutors, hence the cold feet. People don't think that stuff happens in the US. You are wrong or more likely inaccurate and confusing a wealth generation cycle that advantages a super elite in the west. Oligarchs, how the terms is used today, means kleptocrat and most commonly Russian kleptocrats because besides China, Russia has the most oligarchs/kleptos. Basically, those whose wealth is stolen directly or nearly so from the government and resources that should belong to the country. Kleptocracy is much more common outside the US and the West in countries with virtually no rule of law. In the US and Europe, we have many who are wealthy from or a combination of rigged stock market, legacy wealth which imparts an unfair advantage in capital and basically a small group of super wealthy who use their financial advantage to keep growing their share of the pie in a way that is unhealthy for society.

Whenever these guys break finance laws it’s the minimum wage accountants that go to prison if they don’t catch the fraud. And it’s a flood of fraud daily with oligarchs screaming over the phone at them. Accountancy firms can’t even refuse the worst ones their services because oligarchs have a “right” to an accounting firm by law.

Lol there is no such thing in Canada, it seems you think your reality is everyone's reality. Or you confuse dominators (whatever that means), businessman and oligarch. Oligarchs are rich businessmen who are close to the seat of power and are using that power to get richer without competition. So basically businessmen corrupting politicians. Or politicians corrupting businessmen. In Canada, if you do this, you will be accused of fraud, collusion, etc. Of course some people try it anyway, some get arrested, some get away with it but it's relatively rare. My former neighbor told me he imigrated from India because he was tired of corruption among other things. Personally, my family is quite rich so I know quite a few people that you might think are corrupted because they are rich but the truth is that while many people try to avoid to pay taxes (still they end up paying a lot), the rich got rich because they did the things other people were not capable or couragous enough to do : study a lot, work 24/7, saving money instead of speading, invest money, take huge risks, try hard projects, hire people, motivate people, etc. They created value. Yes many people are trying to work the least and earn the most and I guess it's normal somehow. But no oligarchs are not everywhere but maybe corruption is everywhere in your country ?

unrelated, but this kind of ownership structure that was used for fincorp and those other ones below it, is also prevalent in the US, using llc, and states like wyoming and delaware have this same type of non-disclosure type of laws where the owner doesnt need to be on the articles of incorporation. take from that what you will.
edit: also wanted to add that Deutsche Bank has been fined hundred of millions of dollars, for failure to file SAR's properly. JPMorgan Chase got fined $2 billion dollars in 2014 for the same thing. I used to be a bank teller, it really is the easiest thing to file, it takes like 5-10 minutes. And not doing so should result in some kind of internal audit at the least. Im sure these types of transactions should have been reviewed by the back office of the banks that were named. Though they might see these sized transactions hundred of times every day, they should still be looked at.
