I had a theory that Dr. Robotnic aka Egg man could of beaten Sonic any time he wanted to, I think what he actually wanted was someone to play with. After all, what was he going to do if he actually won?
Eggman's conflict is indeed what most movie villains don't foresee. "And then what?" is something you'd have to answer. Many villains want immortality (let's say it also gives eternal youth too), but they don't understand that pretty much guarantees that they'll be stranded in entropy for eternity -- terrible move. Destroying the world? They live IN the world (unless they're like Joker, and just want to take everything down with them). Turn people into obedient servants? (such as Darkseid and Ganondorf's motives) That's no different than mindless drones, which is the exact same as Eggman's plan's flaws. Bowser is actually one of the more wise villain, despite seemingly unintelligent. He doesn't want immortality, and he wants the Mushroom Kingdom because of his land lust (he may genuinely believe that this is a good thing, since Bowser's subjects absolutely love him). And he doesn't kill Peach (even though he could at any time), because he likes her (although his way of making her like him is... flawed). Hell, I heard that he even likes Mario and the fights that Mario brings.
I’ve always wanted a scene in a mainline sonic game where robotnik and sonic just talk. Not fight, not insult, no one else around. They just talk. This is the perfect place to fill out their relationship, explain to each other their motivations and why they continue to fight. I imagine this would be after a team up moment to defeat a bigger threat, and sonic is offering robotnik a chance for peace and to end all the fighting. Live happily every after with friends and use his machines to help people. Robotnik turns this down and explains why he keeps going. I think what his character needs, is him stating how much he enjoys the sonic cycle. I can imagine him telling sonic to look at the egg fleet and asking him if it looks more imposing than the last time he’s saw it. Sonic agrees with that and robotnik says that’s why he keeps doing it. He builds massive, great, and complex machines. Each time he does, sonic comes and tears it all down. He builds it back greater and more complex, and when he sees the fruits of his labor, he feels nothing but satisfaction and pride. Then sonic tears it down again. It’s a constant cycle. Sonic keeps pushing eggman, to improve and to grow. The ancient entities, mystical artifacts, ect. Sonic forced him to make himself and his machines better. While he hates sonic, he appreciates sonics impact on his life. He will never back down to sonic or give up, but he’s fine if the cycle goes in forever. Robotnik needs some screen time where he’s not just bumbling around.
albert yes in a non-canonical, but not in the actual cannon format since Dr. Eggman has no intentions of turning sonic or any one else into robots but instead to concur the earth and destroy sonic and everyone else, but I’d do understand that your just joking
Eggman's dilemma is actually a lot common for the bad guys, if you think about it. At least Bowser knows what he wants (land lust, take Peach as trophy, etc).
If you think about it, Robotnic really just gave those poor short lived animals immortality. An occasional repair, some paint touch ups when there's scratches, an replacement on a rusty mouthpiece, ear or foot, and they can all live forever without having to deal with predation any more

Basically if Eggmanland, in its various forms over the games, is completed, he has won. Its game over. Its why in sonic forces eggmanland is completed and the game starts with him essentially having won. As for why its eggmanland, its a portrayal of his egotistical nature combined with his childish desire to be in charge of everything. Its literally a themepark with his face everywhere in it, that he has total control over. Since its the capitol of his new empire, its extremely fitting that its a theme park of his face lol. Also its worth mentioning that the lore shared between the games and other forms of sonic media is one big grey area, but as ive described its effectively the canon reason until sega outright gives him an end goal beyond "world domination".

If you ever win but don't know why you were fighting in the first place, just assume the other guys were evil even if you're obviously supposed to be the bad guy.
