That’s because whatever camera was used to record the video wasn’t set to capture enough FPS (frames per second) so slowing the video down isn’t going to give you missing those frames, it’s only going to show you the same frames taken by the camera for a longer period of time. Setting the video to a slower speed will just show what happens in the video but at a slower speed. Since the slow motion was still too slow then all you see is a blur so you will just see the blur but slower if you slow it down
