In the 4th movie/book, during the lake challenge where Hermione, Ron, and Cho are kidnapped by mermaids, Cho was chosen to be rescued by Cedric because she was the one Cedric would miss the most. (whereas Harry would miss his best friend, and Fleur Delacour would miss her little sister the most). So I think that really proves Cedric cared deeply about Cho.
