The choppy look you're talking about has very little to do with the framerate, and everything to do with the shutter speed. Slower shutter speeds let in more light, but by consequence, the shutter stays open longer for each frame, so you get more motion blur, whereas if you run the shutter a LOT faster(with a lot of added light because you'll need it). Think of it like this, if you're shooting at 24 frames every second, that means that for ONE of those frames, that shutter is only open a certain percentage(represented in degrees, up to 360, because old cameras), and that amount of time the shutter is open, things move that much. So if you have the shutter angle down to something really really low, say, 90 degrees, that means the shutter is only open 1/4 of the time the frame is being recorded. Which means you get more "crisp" motion like you see in a soap opera(which is why they all looked so weirdly smooth) or a UK soccer game, whereas if you open it to 180 degrees, that shutter is open Half of the time the frame is being recorded, double the time it was before, which means you get more blur, and each frame is more blurry on its own.
This is not to be confused with compression blur, that's a whole different kettle of fish, but at the end of the day, those narrow angle shutter speeds are what give you that buttery smooth effect that looks like prog-scan, whereas the wider shutter angle gives you the blur between frames more, so a stick drumming will be more like a Stick in those music videos if it's narrow, and more like a long smear if the shutter angle is wider.

The problem with Resolve is it is just really, really terrible. Crashes more than Vegas while having worse editing.
