No, the new f1 23 is poorly optimised on my pc with 16 gigs of ram ryzen 7 and gtx 1650 ti a night race in vegas runs at 40 fps max with ultra low graphics, on f1 22 on singapore which was the most demanding map with a full a.i. grid in the night and with full rain with medium graphics the game went at around 80 fps

I’ve been able to emulate Wii U games and games like hollow knight for up to 3 hours on my Ally at around 45-60 fps at only 10 watts which is pretty good.
I have one, and it's really good for playing older titles and for emulating. Most games I play I average about 60-80 FPS for most Xboxone/PS4 games on medium-high settings. Battery life sucks though, it uses up 10% of the battery in roughly 10-15 minutes
There is a reason why the switch is underpowered. So we can play triple A titles at 30 fps on the GO with 4-8 hours of battery life. It's power efficient. Heavy games running at 60fps costs alot of juice. The switch isn't underpowered. It was designed this way. One day we will have 60,90,120 fps handhelds with 4-8 hour battery life or maybe even longer.
As an owner of this and a Steam Deck, I will say that the Ally is a much less polished experience but it has a lot more power. Plus Xbox Cloud Gaming/ Steam Remote Play takes care of the battery life concern even though it’s not that bad, especially with an external power brick.
