The Vehicle Scrapping Policy aims at creating an ecosystem for phasing out of unfit and polluting vehicles. The move is part of Prime Minister Narendra Modi government’s aim to support a green economy.
Finance Minister Nirmala Sitharaman, on 6th Feb, 2023 announced that “adequate funds” have been allocated in the Union Budget 2023-24 to scrap and replace old vehicles.
The Vehicle Scrapping Policy also “proposed” the following incentives to owners of old vehicles to scrap them through registered scrapping centres.
1. Scrap value for the old vehicle given by the scrapping centre, which is approximately 4-6% of the ex-showroom price of a new vehicle.
2. The state governments may be advised to offer a road-tax rebate of up to 25% for personal vehicles and up to 15% for commercial vehicles.
3. The vehicle manufacturers are also advised for providing a discount of 5% on the purchase of a new vehicle against the scrapping certificate.
4. In addition, the registration fees may also be waived for the purchase of a new vehicle against the scrapping certificate.
