Incase pewds sees the comments for answers, you need to be a minimum of around 30 blocks away from where you want them to spawn. Also, there is a thing called mob cap, where it limits the number of mobs spawning/exist in a certain area around you. If you go 128 blocks away from a mob, it will despawn. Also, if there is any land near the fortress, rather than wither skeletons spawning, hoglins, zombie piglings, etc can spawn because there are other spawnable areas like the forest which take up space on the mob cap. This information will be useful when you make an automated mob farm,. Or a gold farm

a much easier way to get wither skeletons to spawn is to move away from the fortress 128+ blocks then go back, this will despawn all current mobs in that area and respawn new ones giving a chance to get a wither skeleton, repeat until you have all your skulls, build a bridge or tunnel to make it easier or elytra fly if you have one, you'll have 3 skulls in about 10-30 minutes

the easiest way to kill wither is to make a very long underground tunnel and spawn the wither at the end of it, so he will get blocked and slowly blow up all blocks towards you, one by one, so you have so much time to kill him and he doesnt damage you and he cant fly too high up so its easier to hit him

i respect your desire to "do it right" and strongly relate. ive never actually "finished" minecraft, terraria, or any other game in this strain, i end up constantly starting over to build up better and better. i have over 200 hours in factorio and still havent launched a rocket yet, but ive made over a dozen factories now.
It happens bro, for minecraft, I would recommend making a creative world and then changing to survival after getting iron armor and tools, some food, building blocks, a bucket of water from creative inventory and fight the dragon so that you get rid of the anxiety. Then go for the end fight on your main world. It worked for me,

You need to spawn proof the areas around the fortress because other mobs will take up the mob cap, this needs to be done around the areas of the fortress. The easiest way to do this is to put lava everywhere because it keeps mobs from spawning and because it spreads. Hope this helps :)
