Most of the people who tragically died in Hajj this year were those who were not on official Hajj permits as issued by the Saudi govt and hence not given access to crucial facilities like AC tents etc. These were people who had gone to Saudi Arabia on visit/tourist visas, not on official Hajj visas, and most of them thought they would be able to perform Hajj in unofficial basis, only for the high heat causing these deaths. This has been admitted by the govts of those countries from where these dead Hujjaj came from.
