- The special unit Sobr Bulat Moscow is one of the most important associations of the Russian Guard. The Guard is responsible for Russia's internal security. It employs around 400,000 people, including well over a hundred special units. Many of them, like the special task force Moscow, are referred to as elite associations. The Moscow SEK unit is called SOBR Bulat, witch means 'Rapid reaction forces steel'. The main operational areas of the special task force are organized crime and terrorism.
The art of improvisation, quick reactions and the willingness to take responsibility - these are the qualities that SOBR Bulat's special forces must have. In addition, of course, there is physical fitness. The men of the Moscow elite unit are officers, between their early 20s and late 40s. The special Forces are allowed to serve as long as they are mentally flexible and physically fit. Both are checked regularly. There are no precise figures about the strength of the troops. It is treated as a state secret. The SOBR Bulat should have around 200 special forces. WELT accompanied the special unit Moscow for three months in training and on missions.

He just simply changed his voice to stay incognito. Undercover investigators and CT unit operators often do this in my country, if not themselves then they dub voice over.
I've met a few people with that kind of voice, some got it from years of heavy smoking...others just have it. My guess in his case is that he's one of them who just happen to have such a voice.

SOBR Bulat is the SOBR units assigned to Moscow Oblast.
Each region has it’s own SOBR units such as SOBR Viking in Kalingrad Oblast.
If someone is wondering what SOBR stands for, it means "special rapid response squad".

Vympel is TSSN FSB.
TSSN is short for " Center for special purpose forces" and are the federal level Speznas of the FSB. The regional ones are ROSN.
Vympel and Alfa are on the same level but with different purposes.
Vympel is specialised in actions in rural areas and eliminating terrorist strongholds.
While Alfa is specialised in urban operations and hostage rescue.
@@therac197 fsb is mostly used to resque hostages and arrest, or eliminate terrorists, or corrupted politicians. Fsb special forces have different units, it's not like only alpha and vimpel. There are also another "letter" units, like "K" etc. Plus there is a regional units off fsb special forces. They also can be used in operations in foregin countries.
Sobr is used for providing force support for other cases like arresting murderers, scammers etc. Sometimes they can use OMON for the same purpose, it depends on a region.
Long story short, fsb is used for the most dangerous and important tasks.

I have a bunch of friends in Italy and once they asked me how do you say "goodbye" in russian. I gave them the word without a second thought. The next day they greeted me with happy "goodbyes" not knowing that most languages use different words for when you're meeting someone and when you're leaving as opposed to an universal italian "ciao". So Стас's correction might help a few people to not fall into similar trap.

This is the kind of training that our police officer in the states should have had; these guys don't shoot 1st and ask questions later like here; they actually do their job. I just don't get it why we can't train our officers here like this and have them comply with the requirement of the jobs in term fitness and age that alone would save a tremendous amount of lives.
Keep in mind they aren't regular cops, but a special forces unit of the national guard. It's a bit unfair to compare them to regular police officers.

To be fair, the arms situation in US and Russia is vastly different. In Russia even in a shitty neighborhood you don't expect every second bum to have a gun on him. Hence rules for cops are more strict (those haven't actually changed a lot since USSR times afaik). US cops risk to get a bullet way too often hence their alertness. Although some cases are actually dumb, like when a cop shot two girls fignting because one pulled a kitchen knife. She wasn't even attacking him, no point in laying half a mag in her. Giving a warning shot in the air would be more than enough to stop the fight (this is what local russian police is actually required to do - in case of danger first shot must be a warning one, they're not allowed to aim at an aggressor unless he ignores the warning and still threatens cop's life).

In America, every cop I've ever met was a power-tripping asshole, who intentionally manhandle you as much as possible even if you don't get arrested in the end. They are very aggravating to be around. Russian cops seem to be far more chill, albeit If the criminals behaved as erratic as American ones usually do they'd probably get beaten to death pretty quick

Okay, I've been wondering this ever since I noticed it - Russian and former Soviet-bloc military/police ALWAYS have a big red or yellow circle or dot in the center of their ballistic shields. Why?
I would assume the eye would be drawn to that circle or dot, and as a result if you were shooting at them, you're more likely to subconsciously bias your aim toward the shield as that one colored point in a field of black pulls your eye toward it. The phenomenon of unconsciously biasing movement toward what you're looking at is well-documented and evidenced by the amount of people who run off the road rubber-necking at accidents or ram into the backs of police cars that are doing traffic stops.
Are these military/polices forces trying to leverage this phenomenon and encourage people to shoot into their shields as opposed to the police/military by putting bright 'targets' on their shields? If so, that's friggin' brilliant. I assume that's the case, but I'm just guessing 'cause I've never heard anybody talk about those dots/circles. Anyone know?
