I live just up the road from this Whelen WPS-4004. I am here to confirm that this unit is in proper working order, and within the almost 5 years of living here, it has not once malfunctioned. This unit is located at the corner of Kioka Avenue & Clifton Road, right next to the Riverside Global Methodist Church.

Hi-low is not usually done for a test,high-low is actually for a flash flood warning,but if they test it on high low that city might have lots of hevy rain

That siren was sounding in HiLo. Might be a firefighter or fire alarm signal interfering with the Siren causing it to sound in HiLo. Also why couldn't they contact Whelen to fix it?

The most reliable sirens on the market are sentry sirens. Federal signal sirens will never have the title of reliable at all. Just look at St Joseph County

Someone could have gotten the radio channel and are playing DTMF or FSK they recorded during tests on a pager and playing it back through activating some sirens randomley

They need to get a real Early Warning Siren not this car alarm/Police siren, no wounder there has been more injurys/Death in Tornadoes, They keep changing the warning sirens sound, so noone know what they mean anymore.
Franklin County EMA hasn't changed the tone in years. The only thing they changed was their activation policies. Other than that, the tone has always been alert.

Cold war era sirens are not as reliable as they used to be. We now use electronic sirens. We use WPS, EOWS, Modulators, ATIs, I class, etc. The ones we leave are STIs, T-bolts, 2001s, and a few others by ASC and ACA. You dont see old ones anymore unless you are lucky.
