They usually have one of the starter speaking at the press conference with the manager, which is why England always send Kane to speak. I’m not sure if it’s mandatory to have a starter speaking at the press conference (I assume it is otherwise teams would just send their 3rd goalie so starters can rest and not talk to the media) but it’s usually like that.
