Thanks for shining light on this. One question, these types of transactions can only happen if there are large number of people wanting to have expensive but tax exempt items like Ferrari. Eventually someone needs to end up holding the Ferrari for this to work.

But the pertinent question that remains is why will Mr Y gift his 2 Crore worth car to some unrelated person. Wont there be an inquiry come to both Mr X and Mr Y with this question?
Because Mr Y will get some extra income by selling the Ferrari. For example: If Mr Y bought the Ferrari with 1.8 crore, he received 2crore from Mr X so Mr. Y made a profit of 20 lakh.
Now he can use this 2 crore (20 lakh profit) cash in buying watches, groceries, gifts to his relatives, Go on flights etc.

While gifts received up to Rs 50,000 are completely tax-free, if this limit is crossed, the whole amount of gifts received becomes taxable in the hands of the recipient.
