This speed control IC probably is used in tape players since it also reduce and the noise of motor I think. I'm saying that since many companies had used this Integrated Circuit to control the motor's speed but also by touching one of the pins when the tape player is in reproduct mode it starts an electric noise, I don't know maybe I'm wrong 😅. Also this noise maybe was coming from the wrong connection I was making with my finger so that's why I think I'm probably wrong
