Harbin was never control by Russia. It was a Russian community within China. Many Russian moved there to escape Stalin prosecution and for opportunities. It's was a thriving community until it was invaded by the Japanese in WW2. Many Russian left during WW2 but some stay. It's a city full of Russian architecture.
