Ortega stopped blocking Max’s punches that last round because it hurt less. So, Max reminded him how to block mid-fight. Ortega continued not blocking for the rest of the fight until the doctor stoppage.

No. It is from fight week of UFC 226 in July 2018. Holloway and Ortega were scheduled to be the co-main event of the first Stipe and Cormier fight but it didn't happen. They wouldn't fight until UFC 231 later that year.
