The only reason they sell it is because it is marked 'unusable material.' 80% of the funds they raised (including the money from hair SALES) goes directly to their charitable programs, 9% goes back into fund-raising, and only 11% to administrative purposes-the salaries and other compensation for the people running the charity. Just because all the hair does not go directly onto a child cancer patient's head, does not at all mean that it is not helping them.
