Are you sure in number 19, “, but had lunch at a new restaurant” is a dependent clause? I think it isn’t. I may be wrong though, but there’s no subject in it. A clause needs a subject. 16:31 16
There is always a space after the comma. Adding those commas by hand in the examples is not clear about that. Omitting that space after the comma before the second quotation mark may be an examption to the rule.

You only use one comma after "cream". If Mom was buying both ice AND cream, there would be a comma between ice and cream. Compare these sentences: Mom bought cake, ice cream, decorations, and balloons for my party. VS Mom bought cake, ice, cream, decorations, and balloons for my party. The comma makes it easy to see that we mean "ice cream" and not ice and cream. I hope that makes sense!
