Soooo Arthur walks around just fine with no clothes on not even underwear around Merlin but is so uncomfortable doing the same around the woman he loves... Okay.
apart from the obvious reasons: maybe it is because he loves Gwen (and isn't married to her yet) and she isn't used to seeing him that way outside certain circumstances (and he has to keep up appearances) while Merlin has seen a naked Arthur prancing around his chambers for ages (since his first week as manservant probably) and doesn't care. If you are used to having servants tending to your every need and whim you quickly lose all inhibitions around them. They are just like furniture or tools (or pets). Noone thinks twice about being naked next to those things.
@Emily Kozak that's just projection or better: imagination. the show itself doesn't support it (even when you take the DvD comment for the last ep at face value; it was officially retracted). we all may wish it to be but simply repeating it doesn't make it true.
