For hyaluronic acid:
In a serum form, you do need to top it off with an occlusive (moisturizer) since hyaluronic acid serum will attract water, but without an occlusive to seal in that water, you can experience transepidermal water loss (TEWL) in which that water evaporates back into the environment as water will go from an area of high concentration to an area of low concentration, the lower concentration always being the air.
Also, so many skincare products these days include hyaluronic acid already, that it’s not super necessary to have a specific serum for it. The naturium moisturizer actually already has HA and occlusives so you would be getting the water attraction and sealing it in immediately in step, for example. So basically these days most of us already have a little HA included in practically every step of our routines so you could very well be overusing HA and could ditch the serum altogether. I recommend checking out James Welsh’s video on his sensitivity to HA he goes in depth on this

You have to put a moisturizer over the hyaluronic acid to lock it in. Otherwise it will actually suck more water out of your skin
