The area that was drilled is part of the main structural area of the scooter, and as such, drilling any type of hole can and probably will weaken it over time from just the pure multitude of bumps and shocks that occurs while riding over roads and dirt paths.
In the near term you are most likely just fine and have nothing to be concerned about, but as this scooter begins to age you will need to keep a close eye on this, because as the scooter ages the metal will fatigue and while travelling at 15 plus miles an hour can become a recipe for possibly serious harm to whomever may be riding this scooter.
Just my two cents on this mod, but I hope everything turns out OK for you in the long run.

I wouldn't suggest drilling holes into the kickscooter for all the obvious reasons: loss of guarantee and water flowing in. This can cause some serious damage.
