The board member that insinuated that it might have been stolen should be locked up for stupidity!
That actually happened to me a few years ago - The water company changed out my meter and forgot to reset it so my bill was $17K ! Had to go to "water court"( You can't make this sh*t up) to get it resolved. At first the water company asked me if maybe I had been doing "extra" laundry - I just told them that I wanted my swimming pool since I had obviously filled it ! Thanks for the content Jack

We had a bill over 800 and found a water leak. If we had the problem he had, I would contact every person in that department, and if they didn't help me, then I would go to higher ups, then to the Mayor, and if that didn't work I would take it to social media. I wouldn't have the money to fight them in court, I would ask 🤷 if others would help.
I think the official who said it was their problem was absolutely right, and that will be the point where the judge says case dismissed.
Well this is a disturbing outcome. How stupid are these "officials"? Personally I would have found the IT team and tried to work with them on the calculation issues. AI is not ready for prime time.
The only times I've seen anything like this, it's generally either a bad meter (possibly module if it's remote) or a record keeping error. Either is plausible, neither is customer's fault.
They tried to make him the scapegoat.
He probly could have his well with that kind of money.
