I didn't have a fine blade so I tried using a pex pipe cutter. The type that clamps on and you spin to cut. It worked really well and I cut the core with a hack saw after to make everything flush.

How do you shorten the length? You've shown how to narrow the blind, not shorten it.

This is super late, but you shouldn’t have to make them shorter. You just pull them to the length you need and lock them in place 😊
