I would say that Lampard is in a unique situation where the ownership of Everton and Chelsea have meant it is hard to judge his talents as a coach or manager. Everton went Ancelotti to Benitez to Lampard and Chelsea went Tuchel to Potter to Lampard. When you start with Champions League winning managers that are not getting the best at the team and then respected managers who fail then to Lampard who has the least experience then I do not know what else he can do. His luck with owners (after Derby they went into administration!) I think it is still unclear whether he is good enough. If he got the Palace Job, that would be the job to judge him on.
