    I think the target employee who called the cops should get a F, also. He’s taking too long, so instead of having an employee assist the man, who clearly has issues, you go and call the cops? Despicable. The cops have no shame either, treating him like that.

      He already makes it so clear in the video that there's no for sure if the target employee actually did tell them anything about him. Target called about the actual shoplifter. There's no valid evidence the employee asked the officers to get the disabled man out.

      It seems to me that they showed up to get a shoplifter, but maybe missed them. Then loss prevention guy complained about the disabled man tumbling with his cash at the self checkout. They must have assumed he was drunk or a drug addict. If they did tell the cops to remove him, they changed their story real quick, and threw the cops under the bus in that one... Either way, the cops should have known way better than to handle that like that. I think the guy has grounds to sue the store, and the cops. I hope he does.

      The right to remain silent does not mean you do not have to identify yourself or respond to officers commands, it means that during a criminal investigation you do not have to answer questions if detectives are investigating a crime. An officer asking you to identify yourself is not a crime being investigated.

    I am a man living with a disability myself. It takes me a little more time to figure things out. So to be abused and dragged out of a store for taking too long is unreal. If that was me I would remain silent and wait for my lawyer. TOTALLY UNACCEPTABLE BEHAVIOR FOR A COP!!

      And if you think about the context, the reason he was taking too long was likely related to using a self-checkout machine. That's why stores should not remove all the customer service staff because they ARE needed to help people.

    As a retired peace officer I'm absolutely disgusted by these former officers, who never should have been LEO'S in the first place.
    I saw multiple opportunities to serve the public in this situation and leave a positive impression of law enforcement and the department. Everyone involved could have walked away from this in a better position than when it began.
    Bottom line, they blew it!

      If following the train of thought in the video, the police were called for another potential shoplifter. This was a side action on their part. This would explain why he happen to be still counting his money to pay the machine.

He did NOTHING to deserve his abysmal treatment, and should have sued over it. These kind of cops are a stain on the otherwise heroic profession, and are the reason why GOOD cops are mistrusted and disliked by association.       I guarantee you there will be a lawsuit. If I were a civil liberties lawyer in the State of New Mexico, this would be the easiest slam dunk case in the history of cases where both entities would be paying out of their nose. Unfortunately for the APD, it would be the taxpayers paying, but I’m sure your usual lawyer won’t mind as long as they’re getting a nice fat commission out of the deal.

However if it's anything like the retail workers I've worked with, then they refused to help him because they were lazy and helping people with learning disabilities can be too much for some people. They don't have the patience for it. I've had co-workers literally stop helping a disabled person the moment they get irritated and they would leave the disabled person in the hopes that they would just go away.
      There is no such thing as compassion in retail. Just impatience and intolerance.

    His charges were dismissed because he “was not competent enough to stand trial.” Bullshit. That man had more knowledge about the law than all of those cops combined. They dismissed the charges because it was an embarrassment to the department and to the city. They took advantage of this man’s disability and used it as a convenient excuse to save face. Shame on them.

      I can't stand to see anyone mistreated, even criminals have rights. It's sad really that we ask Joe Blow to conduct themselves in the confinement of the law but those obligated to uphold the law want to get a pass.

      that's the reason why it's incredibly important channels like this exist. It's amazing to me how many people genuinely believe it's RARE that people in power abuse it just because people in power are so good at covering it up.
      I'm hopeful we're slowly starting to enter an era where people in power are finally being held accountable for their actions. It's still going to take a long, long time though...

They could have easily helped the man with little trouble but instead wanted "the problem" to go away. I find both equally at fault and mostly sad for the lack of human compassion showed by everyone in the video. The target loss prevention person needs to be held accountable as well. I hope this gentlman sues both parties.

    I've been working for Target for a couple of months now. I just got switched from seasonal to full employment, which came with a bunch of computer based training. One of them was on equity which covered situations just like this. The fact that they have an entire CBL on this topic and any of the leads at that store not only allowed this to happen but orchestrated it makes me sick. Just goes to show how much of it is just show boating for the sake of appeasement.

      The APD has decades of incidents just like this, or worse. Incident after incident after incident, after incident, year after year, after year, after decade, after decade. They are not just "bullies" they are incompetent, inhuman, anti-human criminal thugs.
      One of my first memories is walking down the hallway in my home, a 2 yr old dressed in pjs. A very tall APD officer dressed in all black scowling at me. He never changed his scowl and never said a word to me. He scared the hell out of me and I went back to my room.
      The APD is rotten to the core and has been for as long as I have been alive.

      Though he was mistaken, he thought the cops were security guards, clearly understood the difference and understood that security guards might present themselves as police and would not have the right to arrest him. He understood that he had done nothing wrong and protested the legitimacy of the arrest. These factors argue against the severity of his disability. It seems it was primarily the strangeness of his vocal tone that caused the judge to deem him incompetent to stand trial, robbing him of his right to defend himself in court.
      Simply having difficulty managing a self check-out is certainly not a reason to trespass a customer from a store. These services are not always easy to use. I have had trouble doing so at times and there is always a clerk available to provide assistance. Target's response to this incident was outrageous. Moreover, the result was simply that the store lost a sale and a customer.

      It's all about racism and discrimination. As a former officer with Houston PD in Texas, when off duty, on my regular daily basis I observed two Walmart employees following. I showed them my receipt and all went fine. When I was walking in the parking lot I was stopped by a security guard, showed him receipt as well. I picked up my car and went home. And this happened just because I'm of a Mexican origin.

      My dad had Huntingtons Disease, i wouldve thought pretty confidently that he was a tweaker had i not experienced it.     I have a 14 y/o disabled daughter and THIS RIGHT HERE is why the wife and I are so overprotective of her. Demons, tyrants, and evil of all kinds prey on the disabled, but to wear a shield backed by public trust & abuse someone who is CLEARLY disabled goes beyond anything described previously. I can safely assume it took years to teach the victim to be able to go to the store independently, understand police and security, count money, and so on.       yes exactly. i imagine the young man is still closely supported by family members and are probably so proud that he has developed some sense of independence. the fact those police officers treated that young man in such an inhumane way was truly shocking and profoundly sad. i cannot understand how not one of the officers prevented this. The fact that the Target employee thought it was right to call the police and have the guy thrown out is equally disgusting. They were all effectively operating under the same principle, that they can prey on and bully and exclude and abuse someone who is "weak". What a horrible horrible thing.

Hell, I get confused in those self-check-out lines myself sometimes! The Officers? They were clearly dealing with a mentally incapacitated human being, but they handled him as if he was a criminal.       I've been arrested for resisting arrest. All I did was ask why I was being arrested. I didn't physically resist. They said I was under arrest, I put my hands out to be cuffed. They tackled me down and told me I was resisting. Spent the weekend in jail before arraignment. Felony conviction for asking why I was being arrested.
      Didn't find out until later that they had originally stopped me for a traffic warrant. I'd forgotten to pay a ticket. They never told me that on the scene of the arrest or the entire weekend I spent waiting to see a judge.
      After the arraignment for felony resisting arrest they sent me home. Didn't even hold me on the traffic warrant.
      It's been 20+ years, my license is still suspended because NJ invents new surcharge fines every year for old tickets. I haven't even lived in that state since 1999. Every time I paid them they would create another fine and keep me suspended.
      Any interaction with cops can screw up your entire life forever.

I have a 42 minute video posted on my channel with all the statutes that exempted me from every charge that the police officer you legally filed against me. What makes it even worse is that my charges were not dismissed like they should have been instead the district attorney and the judge is all conspire to convicted me even though it's a hundred percent against the written statutes of Pennsylvania.

      They are supposed to only be legally entered to the name, and the date of birth, but some will try to extend this to include location information like address and telephone numbers.

    The way a couple of them adjusted their tones as they spoke with him, they obviously suspected he had some sort of disability in comprehension yet they still continued. That was their moment to take a step back and reconsider the situation and change the course and trauma for this poor man. Shameful.

      Although i dont think target as a whole were responsible for this id say that that particular store made a massive error in judgement that should make there store management as liable as the police in this instance.
      Whether to go as far as saying target as a company should be liable for not correctly educating its staff on policy's or to take a persons actions as there own mistakes is a difficult one.
      At the end of the day though this was messed up and i hope this video goes on a police rookie educational videos of what not to do.

      This garbage hits home for me. I’m newly disabled and even today I was going through the self checkout at a Canadian grocery chain. The employee was so sweet to assist me even though I could barely speak to express my needs. It completely boggles my mind to consider that the employees in that section would not immediately assist him.

    As a nurse, if I treated my patient this way, my fellow nurses would turn me in, I’d be fired and likely lose my nursing license… And rightfully so.
    This isn’t a matter of training, this is a matter of humanity, character and integrity. These three cops had a perfect opportunity to do good, it would’ve been relatively easy and would go along way towards changing the narrative about our current state of law-enforcement culture.

    The cop clearly said at 9:00, “they didn’t want you in there no more”… that means he was allowed in there. It’s not the disabled man’s fault the cop doesn’t understand what a double negative is; we all do.     This story was so sad. There was literally no reason for them to approach him with the hostility and aggression that they did. The man is clearly trying to make a purchase, but instead of assisting him with the purchase of the bike.....the escalate the situation and embarrass and harm the man.
