      Honestly it's not the first time he's being in trouble for his exhaust. It is a stock exhaust but what are they supposed to educate every officer in the state saying oh it's way too loud but leave him alone. Cuz the cops do that for my crop box up here in Canada lol

      I don't hate cops but I do think many use their power to do corrupt things . I'm 100 percent positive in my opinion many people have gotten tickets ,been arrested and put in prison for things they did not do . But I'm not against police I think we need them but just not the bad ones. Plus they should be more training,be drug tested often ,and if they have many complaints they should be looked into and the situations took serious. I know great cops who do their best to be far . But I've ran into some doozies

    The way the cop acted told the whole story. Mumbling, not willing to answer questions... just bottled up anger. This was 100% him using his authority as a police officer to get revenge for the previous encounter - the guy shouldn't be a cop if he has that little restraint.

    The fact this cop is still pulling people over and sneaking in made up citations along with real ones is a huge problem and is highly illegal. He's now been caught on video doing it multiple times to the same guy. Torres has no business being a police officer if this is how he treats the public.

      Its weird, Not a SINGLE President or political figure speaks about this. It should be the Very first issue on everyone's minds. Weirdly, nobody on either side of the isle wants to take any real actions towards finding & enacting a solid solution to tackle these issues in a manner a Doctor would use to stop the bleeding.

    I cant remember if it was Lambo or Ferrari but there was a case recently down here in Australia where a cop issued a defect notice on the car for exhaust too loud, the exhaust was factory, unmodified. The owner took it to court and either Lambo or Ferrari sent down a lawyer to defend the case on behalf of the customer... and won :)

      That's a shame because if the vehicle was legitimately too loud, then it really did have a defect making it unsuitable for public roads within the region in which it was ticketed.
      However, you seem to think that "factory, unmodified" is some kind of free pass or something. Sorry to burst your bubble but any old beater with a "factory, unmodified" exhaust can crease excessive noise merely by having the muffler rust out. Point being that it does not matter, instead it is whether the level if the noise is excessive. Pretty much any 1st world country region has excessive noise ordinances and there is no "but but but" free pass to get away with that except for special permission to engage in the activity causing the noise.

Which has a whole definition and diagnosis. Whose symptoms tend to overlap with other closely related pathologies.     I showed this video to my cop "friend" - unsurprisingly, he took the side of the cop and tried to explain that he shouldn't have had an illegal exhaust while ignoring the cop's attitude/demeanor.
    Cops are all in one big gang looking out for eachother. Its "them vs us." I hate to be part of that "defund the police" group, but I really think something needs to happen on a national level for cops to realize who they work for and who truly has the power.

      I have been trying to get people to understand that policemen should be required to have constitutional classes every single week and they must be able to pass that class every week to be able to be on the beat if all of the policemen have a an in-depth understanding of our rights as Citizens it would be better for them and us both that's where the funding should go but this defund the cops mentality I think is asinine

      @@dahmc59 so, cops are lawyers now? nope. they're not. they're cops. they're already overworked, so you're paying them double or triple overtime to sit in a class every week and hear the exact same lectures hour after hour year after year with minor to major changes every now and again? who's paying for the teachers? books? handouts? research? what about time off, time with their families, friends, neighbors, taking out the trash, mowing their lawns, any free time they have... you're going to sacrifice a bit of that time for a CON-LAW class? stupid idea.

      your grammar is incorrect, it is 'us VS them' the "one big gang" is the subject, so it would be the possessive group noun US versus 'them', those not in that "one big gang".
      who we work for? the US Government, the State Government, the County or local government. we. don't. work. for. YOU the individual. we work for EVERYBODY in the community that the jurisdiction in question covers.
      you the individual (and everybody else inside that jurisdiction) ceded your powers rights and responsibilities to enforce the laws ordnances and other rules that jurisdiction covers... to said jurisdiction. just by living there. you don't have to sign anything, or give permission to anything. by merely existing in that jurisdiction, you are placing yourself willingly and freely under the laws rules regulations etc.
      THAT is what "the rule of law" MEANS everywhere. internationally. in every country. it is a universal concept.

      The ticket proves damages, the video proves the proof. I wouldn't want bad cops on my road or in my town.

    We've got 2 interactions 4 years apart with this officer, and in both he's an absolute disgrace. He showed in both that he's retaliatory, unprofessional, needleesly escalates, and is intentionally vague and sneaky.

      @@MuzixMakerlol if the goal is revenue, they could at least do it under the veil of tickets for things that are actually dangerous and I see numerous times a day (no brake lights, insecure loads, turning into the wrong lane, using the wrong lane on the highway)

    He didn't bring up the cop hiding the speeding citation when he went to the station. Telling someone the ticket is for loud exhaust and pressuring them to sign it while sneaking in a speeding citation is reprehensible

      You couldn't be more wrong. Signing a ticket is not an admission of guilt. There is no pressure factor, just an annoyance that some jerk wants to try to debate something that isn't up for debate. Take the ticket like a man and whatever on that ticket which is untrue, simply contest it. It is unlikely that he would have been found guilty of speeding based on a visual guesstimation.

However if you won't sign it, then it is possible you will be taken into custody to be brought before a judge, and wait around in a holding cell till one is available, - wait your turn which may take a while. If you instead, DON'T sign it, nothing beneficial happens from that choice. There is no possible benefit in not signing it unless you are truly incapable of understanding what the document is - which is completely different than whether you agree that you did what is stated on it.

For the comon citizen this is a stop, stress, day off with the judge and whatever comes after (which if deserved no problem). But this is a revenge stop, on a turist, hoping they will not make it to the judge and get further sanctions for not going, that will be implemented next time the tourist returns and whatever additional penalties... In this case the person is probably loaded and will go to make a point, but what about the average tourist? Reminds me of my father, as a foreign navy man in the 60s, being arrested by the NY police because my father was attacked in his own motel room and defended himself (the criminal was just allowed to leave). Why? NY policemen had to pay for their own uniforms, and somehow argued that my father damaged it, and used this method to have tourists pay for their new uniforms (judge applied the judgement to pay for the uniform, which was paid by the embassy/consulate, that was fully aware of the scam, and explained it to my father, as was the judge... ). Appologies for the rant...

      A good DA would stick the excessive noise complaint without an issue... the wording in the treaty is clear enough, and the term "excessive" is not defined. The subjectivity of the term and the driver's admission multiple times that it is louder, but be believes exempt would make it a slam dunk.

      Officer did say he just got there, so he doesn't have the report from other Officer yet. So he just has to take what is given to him and what is only listed on the ticket. Considering that, he didn't do bad. And time of incident body cams and what not, so they will see officer did wrong, and hopefully guys do put legal action on him.     "The car is too loud" is enough for a ticket??? Here in Germany our cops have volume meters to exactly tell how loud an exhaust is. They will pull you over and actually measure the exact volume. If its too loud you get a ticket depending how much youre over the limit. But just a subjective perception? I would have fought that as well 100%

      We have measurement devices in the US as well. Unfortunately, courts allow the subjective ears of the officer to bring a citation before the court. A large percentage of people never show up to dispute the citation, and some judges will take the subjective ears of the officer as “evidence”.

    This Officer Torres targeted the Lambo driver to retaliate for the way he exposed the officer’s incompetence and arrogance in their first encounter. The officer is not 100 percent sure of the Canadian/ American treaty regarding exhaust decibels so he tried to sneak in the “visual estimation” speeding ticket by not being forthright with what he wanted the driver to sign.

      It's honestly not even the Canada/US treaty. The same rules apply in out-of-state registered cars. I absolutely hate how ignorant cops are to the rules. They think because you are driving through their state, you're out of state car must abide by their enforcement rules. Speedings/wreckless/moving/parking violations sure. Tint/Exhaust/ride height/etc suck a fat one.

      @@TougeSolo if i live out of state and drive my vehicle to california(which i would never do) california cops can not enforce their vehicle inspection requirement on my vehicle as it is not registered in that state it complies with my states requirements same applies really to any state

    This was pure retaliation for Torres’ first viral video encounter and appears to be determined to repeat the indignity because of his ego. It would not at all surprise me to learn that Torres is trying to get fired to set up a discrimination case against the department and collect from the taxpayers. That he’s clearly approaching the twilight of his career and is still a beat cop instead of rising through the ranks, he no doubt has a huge chip on his shoulder.

      It never actually was... he also included the law where it says a cars exhaust has to be less than 95dB and he decided to just ignore it and move on with the NARRATIVE. You are being fed a story with a predetermined conclusion that the author wants to trick you into thinking that you came up with yourself. The police officer was bad but so was the canadian. People dont magically inform you of all the laws and just because a lawn mower is made in canada doesn't mean you get to wake up the neighbors at 2am by using it.

      I live in Southern California and it's not as bad as you think. However they definitely target exotic, loud, and out of state/country drivers/vehicles. As they know most will not fight it and just pay to save the trouble and expense of fighting the ticket and having to return for the court date.

      I live in this county where the guy was pulled over and it's not the norm. There are bad cops ALL OVER the U.S. and this is by far nothing compared to Texas, Arizona, and Florida cops that I've witness. There are bad cops here, for sure, but not isolated to California in general.

      That looks like it was a year ago, just to clarify for others. According to a news story, they were conducting an investigation into the officers conduct. So it looks like it won't be this officers first time going through their internal affairs review process. I am a pretty firm supporter of the police, but this officer now clearly has a track record of some pretty unprofessional behaviour. Let's hope something actually happens from this complaint. These kinds of officers drag down the reputation of all the police officers out there who are friendly and professional when dealing with the public.

    Cop remembered the last time he stopped this vehicle. I believe it was an illegal lane change and was proven wrong, so is absolutely a revenge stop. Cop should be fired, sued for $200,000,000 and sent to prison for 5000 years. Then car owner car sue the city for $999,999,999,999,999,999.99

    So cop probably saw all his CZcams videos where he argues with the officer on the side of the road. Cop took the opportunity to advise him of the violation and issue the citation (all that’s required) and not get into a back and forth match which is what the driver wanted. Driver also didn’t like that the cop called him out about his business in Cali and using the Canada address to circumvent the local laws, which is clearly what he is doing.
    That being said, Californias emission and vehicle sound ordinance laws are ridiculous and anyone that voluntarily enforces them does not represent a good American.

      I think the cop knows the law (this time) but chose to make a retaliatory stop. It's fine to not know every law out there as a cop, since you can look them up if you have to. But being an a-hole should be a career ender for every cop.

      Fair statement, but "how much" of the law do you need to know? Since Lawyers study the law for years and also don't know every stature of the law.
      Infact... you have lawyers for a lot of subdivisions of the law.
      Now I am not defending these police officers here, cause they are being corrupt as heck.
      But.. what is "acceptable" law knowledge?
      By answering this. You can draw a line for a minimal law knowledge a police officer needs and then you can throw out anyone of em that do not apply to this lack of knowledge :D
      Cause I know American Police training is NOT enough to get good police up on the streets.
      A minimal of atleast a year with 3 months of law study is what they need. And remember Lawyers and Judges mostly take 4-5 years+ to get their degrees so asking 3 months is barely anything XD

      @@kotlolish I think the correct answer is, at a minimum, officers should understand the first 10 amendments. Additionally, to save the taxpayers a whole lotta money, they should fully understand when they can lawfully charge someone with obstruction, resisting, and interfering. Lastly, they should fully understand the difference between policy and law. We'll keep it strictly about law and not even get into de-escalation training LOL.
