I agree with you that Ronaldo is one of the most gifted dribbler ever. In 2002 his talent led Brazil to the world cup trophy.
If you think of dribbling as a bunch of impressive tricks with the ball, then Ronaldinho is definitely the best of the past 20 years, IMHO. However, I think R9 Ronaldo is the best: His dribbles didn't look as flashy, a bit more efficiency than show, but he was literally unstoppable on the ball. I remember a podcast with a defender describing defending against a young R9 when he was with PSV: "People ask: Why do the defenders just let him run through? Why is no one stopping him? But you don't get it - he's so fast and skilled it looks easy, it looks like we're letting him do it, the reality is, he's just too good for us to even get a tackle in in time"
